About this file
This document is a Task Assignment Change Order (TACO #02) issued by the State of Florida Department of Environmental Protection (FDEP) to Environmental Consulting and Technology, Inc. (ECT) for environmental remediation services at the Victorian Cleaners site (ERIC_4775) located in Tampa, Hillsborough County. The contract number is HW682, Task Assignment number DC004B, and the change order was executed on July 13, 2023.
The change order increases the total task assignment value from $71,711.66 to $77,742.55, representing an increase of $6,030.87, with 239 total labor hours allocated across eight subtasks. The scope of work includes: (1) Project Management; (2) Health and Safety Planning & Utility Clearance; (3) Soil Sampling with Direct Push Technology and Groundwater Sampling; (4) Well Installation and Groundwater Sampling; (5) Magnetic Anomaly Geophysical Survey (MAGS); (6) Investigation-Derived Waste (IDW) Management; (7) Professional Land Survey; and (8) Site Assessment Report Preparation. The change order reconciles Work Change Directive #1, which authorized additional laboratory costs for switching EPA Method 8260 analysis to full suite analyses, corrects labor hour calculations in Subtask 8 that were displayed correctly on the original cost estimate but miscalculated in the formula sheet, and includes a week of vehicle costs in Subtask 4 that were previously scoped but not calculated into total costs. Deliverables and invoicing milestones span from December 30, 2022 through September 29, 2023, with fixed unit rates and reimbursement structured by deliverable completion and approval.

Subject: Negotiation Summary
HW682 DC004B-02
This Task Assignment Change Order reconciles WCD #1 which authorized additional laboratory costs which account for switching lab analysis of EPA Method 8260 to the full suite analyses. The WCD also authorized labor hours that were previously not accounted for in Subtask 8. The labor hours were displayed correctly on the Original Cost Estimate Form, however they were not correctly calculated within the Formula Sheet, which produced incorrect Total Labor Costs. This TACO also includes a week of vehicle costs in subtask 4 that were also previously scoped but not actually calculated into the total costs.
The changes above result in an overall increase of $6,030.87 (with a $0.02 delta rounding error). The FDEP project manager agrees to the scope of work and final cost associated with this Task Assignment, which is $77,742.55 with 239 total labor hours.

In Subtask 3, since the submitting the original proposal the FDEP has requested the full 8260 list instead of the 8260 VOHs and ECT requests the cost difference to change the 8260 full list analysis in Subtasks 3 and 4. There was an error in the Cost Estimate Formula Sheet that affect the total labor dollars in SubTask 9.
In SubTask 3, 68 soil and groundwater samples are requested to be changed from 8260 VOHs to 8260 full list. SubTask 4, has 8 groundwater samples to be changed from 8260 VOHs to 8260 full list. The Cost Estimate Formula Sheet was not calculating the total hours that were presented on the Cost Estimate sheet which did not account for all of the labor costs for SubTask This error also affected the project management hours.
Attached is the COELOE worksheets.
SubTask 1: Project Management MC 1.9 hours
SubTask 3: 68 Soil and groundwater samples for 8260 were changed from VOHs to full list. The 8260 full list increased the $110.00 per sample. This increases the the analytical cost by $2,370.00
SubTask 4: Groundwater Sampling; 8 samples changing from 8260 VOHs to full list resulted in an increase of $296.00.
SubTask SAR; Hours missing from the Direct Labor total were GS 2-hours, KM 20-hours, JV 8-hours, and BG 8-hours

Good aŌernoon Ginger, AƩached is the Victorian Cleaners TACO #1 for your review. As with Fashion Square Cleaner I found a few errors from the original CEFLOE and WCD that are included in this TACO.
