November 5, 2024 ECT No. P24RA-4206
Ms. Karlee Fowler Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, Florida 32399-2400
Re: Proposal for Jonfor Cleaners
Annual Natural Attenuation Monitoring Report 11700-1 San Jose Boulevard Jacksonville, Florida 32223
Facility ID: ERIC_4542 Contract No. HW682
Dear Ms. Fowler:
Environmental Consulting & Technology, Inc. (ECT) has prepared this scope of work to perform an annual groundwater sampling event and to prepare the Annual Natural Attenuation Monitoring (NAM) Report for the Jonfor Cleaners in Jacksonville, Florida.
Historical data shows that groundwater samples collected from five monitoring wells contained PFOA+PFOS at concentrations greater than 70ng/L, with two of the samples exceeding 300ng/L. Based on these data, ECT is including analysis of groundwater samples for the PFAS constituents as Subtask 3.
Subtask 1 Project Management
This Subtask consists of the calculated project management labor, based upon 13% of the direct labor costs in this proposal, and includes fringe, overhead, other direct costs (ODCs) and a completion fee.
The project management cost is calculated in the Level of Effort Cost Estimate Form (LOECEF).
Subtask 2 Scope of Work
ECT proposes to conduct the tasks necessary to complete the NAM groundwater sampling event and document them in an Annual NAM Report. The monitoring program consists of measuring depth-to-water (DTW) and collecting groundwater samples at 14 monitoring wells and four injection wells.
Groundwater samples will be collected from monitoring wells IW001R, IW002, IW003R, IW004, IW006, IW008, IW009R, IW010R, IW011, IW012, IW015, IW016, IW017 and IW018; and injection wells I004, I006, I009, and I012. All groundwater samples will be analyzed for the volatile organic halogens (VOHs) by United States Environmental Protection Agency (USEPA) Method 8260.
ECT is requesting time to prepare an updated Health and Safety Plan (HASP). In addition, time is requested to confirm/obtain site access, as past attempts have required a higher level of effort. Should ECT have difficulty obtaining site access, additional time may be requested via task assignment change order (TACO).
Ms. Karlee Fowler FDEP Jonfor Cleaners ERIC_4542 – Annual NAM Proposal
Once that groundwater sampling field data and analytical results have been compiled, ECT will prepare and submit the Annual NAM Report to the FDEP Project Manager. A summary of activities to be performed under Subtask 2 is provided in Table 1.
Table 1. Subtask 2 Activities Summary

Subtask 3 PFAS Screening
ECT proposes to sample MW001R, MW008, IW006, IW008, IW017 and the IDW drum for PFAS analyses.
The samples for PFAS analyses will be collected during the Subtask 2 groundwater sampling event and ECT will submit those samples to the Florida Department of Environmental Protection (FDEP) Central Laboratory. Once the analytical results are received, ECT will provide the PFAS analytical report, PFAS figure, PFAS table, and field notes in an email deliverable. A summary of activities in Subtask 3 is included in Table 2.
Table 2. Subtask 3 PFAS Activities Summary
Sr. Scientist Prepare PFAS deliverable 2 hours GIS Analyst Update PFAS Figures 1 hour Administrative Update PFAS tables 1 hour
Subtask 4 IDW Transport & Disposal
The scope of work for Subtask 4 consists of the labor to verify that the investigative derived waste (IDW) has been classified correctly. If confirmed to be non-hazardous, all purge water from the groundwater sampling event will be contained in a 55-gallon drum for disposal as PFAS-impacted investigative derived waste (IDW). Under this task, the IDW waste manifest will be prepared and includes the cost for proper disposal of one drum of PFAS-impacted purge water from the groundwater sampling event. ECT proposes using the manifest and associated documentation as the deliverable for Subtask 3. A summary of activities in Subtask 4 is included in Table 3.
Table 3. Subtask 4 Activities Summary
Sr. Scientist Verify IDW hazard classification, prepare manifest & submit deliverable/documentation 2 hours
Quotes were obtained for disposal of the IDW transport and disposal (T&D). The quotes are summarized below and are provided as an attachment to this proposal. Based on these quotes, Erwin Remediation will be subcontracted to dispose of IDW generated at this site.
Subcontractor Cost Erwin Remediation $545.00 Perma-Fix $611.25 Moran Environmental $1,195.00
Cost and Deliverable Schedule
An LOECEF is attached, providing a cost summary for the proposed scope of work. A summary of the deliverable due dates and the invoice schedule is provided in Table 4.
