Subject: FDEP IDW Drum Trans. & Disposal
Hello Greg. Thank you for your call. UES has supported other Environmental Consultants with FDEP IDW drum management in the past.
Unfortunately, we cannot currently provide this service. Our operation is undergoing expansion and we cannot hold your waste drums. We hope to have a Solid Waste Solidification facility constructed in the near future. We have a Permit to Construct from the City of Tampa & are waiting on our Operations Permit from the FDEP.
Once this facility is completed we will have a turnkey operation. We currently can manage Non Hazardous Wastewaters at our Pretreatment Wastewater Facility. Soils and sludges will be managed at the Solidification Building.
I’ve copied our Business Development Mgr., Eric Ceballos, who will contact you in the near future to discuss all of our capabilities.

Re: Proposal for Moses Dry Cleaners
Annual Monitoring of Natural Attenuation

ERIC_4289
Contract No. HW682
Dear Ms. Shirah:
Environmental Consulting & Technology, Inc. (ECT) has prepared this scope of work to perform the annual natural attenuation monitoring and prepare a Natural Attenuation Monitoring Report for the
Moses Dry Cleaners in Lake City, Florida.
SubTask 1 Project Management
This SubTask consists of calculated project management labor, based upon 13% of the direct labor costs in this proposal, and includes fringe, overhead, other direct costs (ODCs) and completion fees.
SubTask 2 Scope of Work
As part of SubTask 2, ECT proposes to conduct the tasks necessary to complete the natural attenuation monitoring, consisting of measuring the depth to water (DTW) and collecting groundwater samples from monitoring wells MW008, MW009, MW011, MW021, MW171 and PMW001. All groundwater samples will be analyzed by United States Environmental Protection Agency (USEPA) Method 8260 for the volatile organic halogens (VOHs) by a certified National Environmental Accreditation Program certified laboratory. The groundwater sampling event is tentatively scheduled for February 2024.
There is a current site access agreement in place to perform field activities.
A summary of SubTask 2 activities is included in Table 1.

SubTask 3 Scope of Work
A Supplemental PFAS Investigation Report dated December 2020 confirmed that groundwater samples collected from 3 wells contained PFAS at concentrations greater than its Provisional
Groundwater Cleanup Target Level. Due to the potential for PFAS to be present in the investigation derived waste (IDW) the IDW generated during this monitoring event will be managed as containing
PFAS.
ECT will coordinate the transportation and disposal (T&D) of the IDW. ECT will submit copies of the disposal manifests as the deliverable for SubTask 3. The IDW will be disposed of using the PFAS disposal rate. A summary of the IDW T&D quotes are provided below.
