About this file
This document is a Task Assignment and cost estimate from CDM Smith, Inc. to the Florida Department of Environmental Protection (FDEP) Waste Site Cleanup Section for operation and maintenance (O&M) and groundwater monitoring services at the University Cleaners, Inc. Superfund site (ERIC_4691) located in Tampa, Hillsborough County, Florida. The contract is issued under the existing statewide contract HW681 and authorizes CDM Smith to conduct specified environmental remediation activities at the site.
The contract encompasses eleven subtasks covering a 12-month period from December 2024 through November 2025. Subtask 1 provides project management services calculated at 10% of direct labor costs. Subtask 2 includes annual groundwater monitoring at 12 monitoring wells with water level collection and laboratory analysis by EPA Method TO-15. Subtasks 3 through 6 cover quarterly soil vapor extraction (SVE) system operation and maintenance, including monthly site visits, system monitoring, optimization, and preparation of semiannual and annual remedial action status reports. Subtasks 7 through 10 cover utilities for the SVE system at $700 per month ($2,100 per quarter). Subtask 11 addresses a modified rebound evaluation following system shutdown. The total estimated project cost is $69,199.26, with quarterly invoicing amounts ranging from $2,160.00 for utility subtasks to $15,261.68 for comprehensive O&M and monitoring subtasks. CDM Smith assumes responsibility for IDW disposal through Erwin Remediation at $125 per 55-gallon drum for liquid waste and $110 for soil waste, with transportation included. Deliverables include field notes, laboratory reports, updated data tables, and comprehensive remedial action status reports submitted according to a defined schedule with due dates ranging from February 2025 through March 2026.

) and groundw ater m onitoring services for the University Cleaners, Inc. site under Contract Num ber HW 681.
O ur project understanding, scope of w ork, and project schedule are described below , w hile the cost estim ate is also attached.
Project Understanding The drycleaning facility is no longer operating, although lim ited pre-spotting and standard w ashing does occur on-site. A revised Interim Source Rem oval Plan (ISRP) for the site w as subm itted in February 2018 and a Construction Com pletion Report w as subm itted in January 2019. The required O
M activities for this task assignm ent w ere taken from the 2018 ISRP.
O
M services are required for a soil vapor extraction (SVE) system that consists of six vacuum extraction
(VE) w ells, SVE blow er, air injection blow er, m oisture separator, and a granulated activated carbon (GAC) vapor treatm ent drum . Three VE w ells are outdoors and three are indoors. SVE operations began on Novem ber 19, 2018.
SVE system influent air sam ples are sam pled on a quarterly basis and subm itted for laboratory analysis by United States Environm ental Protection Agency (EPA) M ethod TO
-15 for volatile organic halocarbons.
Air sam ples are collected from the six operating SVE w ells (VE001, VE002, VE003, VE004, VE005, and VE006) on an annual basis and subm itted for laboratory analysis by EPA M ethod TO
-15. O
M site visits are being com pleted m onthly, and O
M reports are subm itted quarterly.
Groundw ater m onitoring is being com pleted annually at 12 m onitoring w ells (M
W 001 through M
W 012) for volatile organic halocarbons (VO Hs). Sem iannual and Annual Rem edial Action Status Reports (RASR) are subm itted. The annual groundw ater sam pling event w ould be perform ed in January 2025.

Decem ber 2024 and ending in Novem ber 2025.
Subtask 1 – Project M anagem ent Project m anagem ent activities perform ed under this task consist of adm inistrative functions required to m aintain the project schedule, adhere to budget, and deliver the quality of the w ork products defined by CDM
Sm ith's quality standards. W e w ill prepare and subm it invoices upon approval of each deliverable or m ilestone com pletion.
Project Kickoff and Progress M eetings
CDM
Sm ith expects to have a kickoff m eeting or telephone conference w ith the FDEP to review the status of the project and address FDEP com m ents regarding the Task Assignm ent. CDM
Sm ith w ill prepare m eeting agendas and notes as part of this task.
Project Q uality Technical Review
CDM
Sm ith’s Q uality M anagem ent System guidelines w ill be follow
ed. Internal quality review s w ill be conducted on plans and on investigation findings and reports.
Project Status Reports
CDM
Sm ith’s Project M anager w ill prepare and subm it m onthly status reports to accom pany each invoice throughout the duration of this project. The Project M anager w ill also discuss the status of the project w ith the FDEP on a bi-w eekly basis until the project is com plete.
Subtask 2 - Groundw ater M onitoring The groundw ater m onitoring requirem ents for the site w ere identified in the 2018 ISRP. CDM
Sm ith w ill com plete the groundw ater sam pling event in January 2025. The required laboratory analyses and the w ells included in the m onitoring program are listed in the attached Table 1.
CDM
Sm ith w ill collect w ater levels from all sam pled m onitoring w ells during the sam pling event.
Purging and sam pling w ill be in accordance w ith FDEP’s Standard O perating Procedures for Groundw ater Sam pling, FS 2200, and w ill be collected using low -flow techniques w ith a peristaltic pum p and dedicated polyethylene tubing. A YSI-556 m ulti-param eter probe and a turbidim eter w ill be used to collect w ater quality indicator param eters including dissolved oxygen, pH, conductivity, oxidation reduction potential, tem perature, turbidity. The instrum entation w ill be properly calibrated and recorded. All purge w ater w ill be contained in a drum for characterization and disposal as nonhazardous investigation-derived w aste (IDW
). CDM
Sm ith assum es that one IDW drum w ill require disposal under
Subtask 4 of this Task Assignm ent.
Deliverables: Laboratory Reports, field notes, and updated tables for the groundw ater sam pling event.
