Subject: Task Assignment Request
Groundwater Monitoring and Modified Active Gas Sampling Victoria Cleaners 2488 Southeast 58th Avenue Ocala, Marion County, Florida
ERIC_4911
Dear Mr. McMurray:
CDM Smith Inc. (CDM) is pleased to submit this Task Assignment Request for Groundwater Monitoring and Modified Active Gas Sampling (MAGS™) at the Victoria Cleaners (the Site) located at 2488 Southeast 58th Avenue, Ocala, Marion County, Florida, ERIC_4911. The scope of work, proposed deliverable, and deliverable schedule are summarized below and the cost estimate is also attached.
This Task Assignment, when executed, shall be incorporated in, and become part of Contract No.
HW681, between the Florida Department of Environmental Protection (FDEP), and CDM Smith, Inc. (Contractor), dated January 5, 2022, hereafter referred to as the Contract.
Scope of Work The proposed scope of work includes the following elements:
Subtask 1: Project Management Project management activities performed under this task consist of those generally administrative functions required to maintain the project on schedule, within budget, and that the quality of the work products defined within this scope is consistent with CDM Smith’s quality standards. We will prepare and submit invoices upon approval of each deliverable or milestone completion.
Project Kickoff and Progress Meetings Contractor expects to have a kickoff meeting or telephone conference with the FDEP to review the status of the project and address FDEP comments regarding the Task Assignment. CDM Smith will prepare meeting agendas and notes as part of this task.
Victoria_GWMR Proposal 05_23
Project Resource Management Contractor will manage, allocate, and coordinate necessary resources for completion of tasks related to groundwater sampling.
Project Quality Technical Review Contractor’s Quality Management System guidelines will be followed. Internal quality reviews will be conducted on plans and on investigation findings and reports.
Project Status Reports Contractor’s Project Manager will prepare and submit monthly status reports to accompany each invoice throughout the duration of this project.
Subtask 2: Site Visit and Access Agreement The Contractor will perform a site visit to document site conditions prior to performing any field sampling. The intent of the site visit will be to confirm that active dry cleaning is no longer taking place at the Site, and that the equipment formerly used in the dry cleaning process has been properly shut down and decommissioned. The Contractor will obtain photographic evidence of site conditions during the site visit.
CDM understands that the current Site Access Agreement may not accurately reflect the current property owner, as a change in Site ownership has recently occurred. CDM will attempt to secure an updated Site Access Agreement, or confirm that the current Site Access Agreement is still valid, prior to performing the assessment activities described herein. The level of effort included to obtain an updated Site Access Agreement includes up to two site visits to interact with the Site owner.
Deliverable: Field Notes, photographs, updated Site Access Agreement.
Subtask 3: Groundwater Sampling/Modified Active Gas Sampling™ Re-Testing Groundwater Sampling
Contractor will mobilize to the Site to perform one groundwater sampling event. During the sampling event, groundwater samples will be collected from deep monitoring wells DW-1, DW- 2, and DW-6. Depth-to-water (DTW) measurements will be recorded at all site monitoring wells prior to the collection of groundwater samples. Deep monitoring wells DW-1, DW-2, and DW-6 will be sampled in accordance with FDEP SOPs (FS 2200) for low-flow sampling using a peristaltic pump. A YSI-556 multi-parameter probe and a turbidimeter will be used to collect field data. Field parameter data will be collected (dissolved oxygen, pH, conductivity, oxidation reduction potential, temperature, turbidity) using properly calibrated probes, and recorded.
The groundwater sampling event is expected to take place in October 2023. The groundwater samples will be collected in laboratory supplied containers, placed on ice, and delivered to a NELAP certified laboratory for analysis as follows:
Victoria_GWMR Proposal 05_23
All groundwater samples will be submitted for laboratory analysis by United States Environmental Protection Agency (EPA) Method 8260 for volatile organic halocarbons (VOHs).
All purge water will be containerized and transferred to Florida Department of Transportation-approved 55-gallon drums. One disposal event is planned for all purge water collected under this proposal. The disposal services will be provided by Erwin Environmental, and one drum of nonhazardous water is assumed.
Modified Active Gas Sampling™ Re-Testing
MAGS testing will be performed for existing MAGS™ wells M-1, M-2, M-3, M-4, M-5, and M-7 in general accordance with the Modified Active Gas Sampling Manual dated October 12, 2004, prepared by HSA Engineers & Scientists. More specifically:
To begin the MAGS testing, the Contractor will set up optimum vacuum and flow rates based on the test performed by Cardno in 2017. Using the previously determined flow rate and vacuum, a vapor sample will be collected at each MAGS™ well. The vapor samples will be collected using a 6-liter Summa canister. A purge time will be calculated based on the flow rate and estimated radius of influence, to ensure the collection of steady-state data. Vacuum and flow rate readings will be recorded, along with vacuum readings at select monitor wells and designated vacuum monitoring points, at 15-minute intervals for a total duration of one hour. Influent PID readings will also be recorded.
CDM Smith assumes that setup, testing, and breakdown for the test will require one day. Six soil gas samples will be submitted to the laboratory for TO-15 analyses with standard reporting times.
Deliverable: Laboratory CoCs, Groundwater Sampling Logs, Updated Groundwater Elevation and Analytical Tables, MAGS™ Field Testing Results.
Subtask 4: Groundwater Monitoring Report Upon completion of the October 2023 groundwater sampling event and following receipt of the analytical results, the Contractor will prepare a Groundwater Monitoring Report. This report will summarize the results of the October 2023 groundwater sampling and MAGS™ events, field and laboratory data, investigation-derived waste (IDW) management, conclusions, and recommendations. Additional elements of the report will include:
Tables summarizing field and analytical data.

Subject: Drum Quote Request for CDM Smith
Greetings Steve, nice to be writing you from a new place of business. I have joined the CDM Smith team and working with the dry cleaning program. We are trying to get a current quote for 2023. Kara Fincham sent you the message below back in January. I thought I would try to send the same message to your new email. See below and respond with a quote if you would like us to use you.
We are renewing the rates for IDW for 2023—I will need a general cost proposal for the pickup and disposal of all investigation derived waste associated with our FDEP projects for one year. The rates should include non-hazardous waste, liquid and solid, generally in 55-gallon drums. The majority of the IDW will most likely be contained in 55-gallon drums and consist of soil and groundwater from environmental site investigations, but we are going to start doing more
PFAS work this year, so if there is a separate cost associated with PFAS IDW (soil/Groundwater), please include it in your proposal.
The sites are located throughout the state, including Pensacola, Jacksonville, North Florida, South Florida, Tampa, and
Orlando. The lowest bidder will win the work for the remainder of 2023.
If you are interested, please submit a proposal by Thursday, March 9, 2023.
If you are not interested in bidding, please reply to let us know.
Very Respectfully, Kathy R. Leggoe, PG, PMP
