Subject: Operation and Maintenance and Groundwater Monitoring Proposal Merlin’s Custom Cleaners
ERIC_5345
26936 US Highway 19 North Clearwater, Pinellas County, Florida
Dear Mr. McMurray:
CDM Smith Inc. (CDM Smith) is pleased to respond to the Florida Department of Environmental Protection (FDEP) Task Assignment Request to provide O&M and groundwater monitoring services for the Merlin Custom Cleaners site under Contract Number HW681. Our project understanding, scope of work, and project schedule are described below, and the cost estimate is also attached.
Project Understanding This former dry-cleaning facility has been redeveloped into a Lowes Home Center. O&M services are required for a soil vapor extraction (SVE) system that consists of 11 SVE wells, SVE blower, air injection blower, moisture separator, and a granulated activated carbon (GAC) vapor treatment drum. All SVE wells are in outdoor locations.
The SVE system began operating in February 2020. The 2018 Interim Source Removal Plan (ISRP) provided a SVE system sampling schedule for 1 year of operation. SVE system influent air samples are sampled on a quarterly basis and submitted for laboratory analysis by United States Environmental Protection Agency (EPA) Method TO-15 for volatile organic halocarbons. Air samples are collected from five of the operating SVE wells on an annual basis and submitted for laboratory analysis by EPA Method TO-15. Operation and Maintenance (O&M) site visits are being completed monthly, and O&M reports are submitted quarterly.
Groundwater monitoring is being completed annually at 13 monitoring wells and 4 wells semiannually for volatile organic halocarbons (VOHs). Semiannual and Annual Remedial Action Status Reports (RASR) are submitted. The semiannual groundwater sampling event would take place in August 2023, and the annual sampling event would be performed in February 2024.
Mr. McMurray May 18, 2023
Scope of Work This cost proposal covers SVE system O&M and groundwater monitoring for one year, beginning in August 2023 and ending in July 2024.
Subtask 1 – Project Management Project management activities performed under this task consist of administrative functions required to maintain the project schedule, adhere to budget, and deliver the quality of the work products defined by CDM Smith's quality standards. We will prepare and submit invoices upon approval of each deliverable or milestone completion.
Project Kickoff and Progress Meetings CDM Smith expects to have a kickoff meeting or telephone conference with the FDEP to review the status of the project and address FDEP comments regarding the Task Assignment. CDM Smith will prepare meeting agendas and notes as part of this task.
Project Quality Technical Review CDM Smith's Quality Management System guidelines will be followed. Internal quality reviews will be conducted on plans and on investigation findings and reports.
Project Status Reports CDM Smith's Project Manager will prepare and submit monthly status reports to accompany each invoice throughout the duration of this project. The Project Manager will also discuss the status of the project with the FDEP on a bi-weekly basis until the project is complete.
Subtask 2 – Semi-Annual Groundwater Monitoring The semi-annual groundwater monitoring requirements for the site were identified in the 2018 ISRP. CDM Smith will complete the semi-annual groundwater sampling event in August 2023. The required laboratory analyses and the wells included in the monitoring program are listed in the attached Table 1.
CDM Smith will collect water levels from all sampled monitoring wells during the sampling event.
Purging and sampling will be in accordance with FDEP’s Standard Operating Procedures for Groundwater Sampling, FS 2200, and will be collected using low-flow techniques with a peristaltic pump and dedicated polyethylene tubing. A YSI-556 multi-parameter probe and a turbidimeter will be used to collect well purge parameters including dissolved oxygen, pH, conductivity, oxidation reduction potential, temperature, turbidity. The instrumentation will be properly calibrated and recorded. All purge water will be contained in drums for characterization and disposal as nonhazardous investigation-derived waste (IDW). CDM Smith assumes that one IDW drum will require disposal under this task assignment.
Deliverables: Laboratory Reports, field notes, and updated tables for the groundwater sampling event
Subtask 3 and 4 – SVE System Operation and Maintenance, Optimization O&M site visits will be completed monthly, and the following work will be completed during each visit.
System operation and alarm status and blower run time.
Moisture separator liquid volume.
System vacuums and velocity/flow rate at blower, before/after GAC, and after moisture separator.
Blower oil changes, based on manufacturer recommendations.
SVE well vacuum/pressure and flow rate.
Total organic vapors measured with a photoionization detector from operating SVE wells, system influent, and system effluent.
Water levels from MW002, MW008, and MW009.
Adjust vacuums and injection pressures on the SVE wells to optimize the SVE system performance.
The information will be consistently recorded in the field on pre-prepared forms.
SVE system influent samples will be collected quarterly for laboratory analyses by Method TO-15.
The required laboratory analyses and the SVE included in the monitoring program are listed in the attached Table 1.
Following the completion of Subtask 3 and 4 O&M activities, CDM Smith will prepare a Semi-annual RASR, and an Annual RASR will be prepared following the Subtask 5 and 6 activities. The report will summarize the history of the Site, all field work completed by CDM Smith, field and laboratory data, conclusions, and recommendations. Additional elements of the report will include the following:
Figures depicting site conditions.
Figures depicting groundwater data and estimated extent of impact.
Groundwater elevation contour map.
Tables summarizing field and analytical data.
Groundwater sampling logs and field equipment calibration records.
Laboratory analytical reports and chain of custody documentation.
Waste disposal manifests and weigh tickets.
CDM Smith assumes up to one drum of liquid IDW will be collected by the moisture separator requiring disposal over six months of system operation. Disposal services will be provided by Erwin
Remediation, using rates previously approved for use on the Waste Cleanup Program Contract
HW681.
Deliverables: Semi-Annual Remedial Action Status Report
Subtask 5 – Annual Groundwater Monitoring The annual groundwater monitoring requirements for the site were identified in the 2018 ISRP.
CDM Smith will complete the annual groundwater sampling event in February 2024.

Subject: Drum Quote Request for CDM Smith
Greetings Steve, nice to be writing you from a new place of business. I have joined the CDM Smith team and working with the dry cleaning program. We are trying to get a current quote for 2023. Kara Fincham sent you the message below back in January. I thought I would try to send the same message to your new email. See below and respond with a quote if you would like us to use you.
We are renewing the rates for IDW for 2023—I will need a general cost proposal for the pickup and disposal of all investigation derived waste associated with our FDEP projects for one year. The rates should include non-hazardous waste, liquid and solid, generally in 55-gallon drums. The majority of the IDW will most likely be contained in 55-gallon drums and consist of soil and groundwater from environmental site investigations, but we are going to start doing more
PFAS work this year, so if there is a separate cost associated with PFAS IDW (soil/Groundwater), please include it in your proposal.
The sites are located throughout the state, including Pensacola, Jacksonville, North Florida, South Florida, Tampa, and
Orlando. The lowest bidder will win the work for the remainder of 2023.
If you are interested, please submit a proposal by Thursday, March 9, 2023.
If you are not interested in bidding, please reply to let us know.
Very Respectfully, Kathy R. Leggoe, PG, PMP
