HW681 DC011C

This Task Assignment authorizes CDM Smith (CDM) to conduct seven months of operation and maintenance (O&M) of the soil vapor extraction (SVE) system in accordance with the November 9, 2023, CDM scope of work, schedule, and cost estimate. The payment of utilities is the only part of this Task Assignment that is Cost Reimbursement.

Subtask 1 consists of the calculated project management labor, based upon 13% of the direct labor costs in this proposal, and includes fringe, overhead, other direct costs (ODCs) and completion fees.

Subtask 2 consists of completion of the annual groundwater monitoring event. Eight wells will be sampled and the groundwater data along with recommendations and conclusions will be incorporated into the Semi-annual Remedial Action Status Report generated as part of subtask 4.

Subtasks 3 and 4 consist of seven months of SVE O&M and system optimization activities respectively. One influent vapor sample will be collected each quarter for TO-15 analysis to measure volatile organic compound (VOC) concentrations and system efficacy. Included within subtask 4 is the cost for disposal of one 55-gallon drum of investigation derived waste (IDW).

Erwin remediation was selected as the lowest responsive and responsible bidder to perform IDW transport and disposal. Also included within subtask 4 is the Semi-annual Remedial Action Status Report which will document 7 months of O&M activities, the annual groundwater monitoring data, and include conclusions and recommendations regarding continued system operation and monitoring to achieve remedial action objectives.

Subtask 5 consists of the cost reimbursement utility invoice payments.

CDM may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Change Order Notification Form.

The final cost for this Task Assignment is $37,821.33 with approximately 190 labor hours.

Subject: Operation and Maintenance Proposal

Peterson Cleaners

ERIC_5380

840 North Broadway Avenue

Bartow, Polk County, Florida

Dear Mr. Cohen:

CDM Smith Inc. (CDM Smith) is pleased to respond to the Florida Department of Environmental

Protection (FDEP) Task Assignment Request to provide six months of continuing Operation and

Maintenance (O&M) activities for the Peterson Cleaners site. Our project understanding, the scope of work, and a project schedule are described below, and the cost estimate is also attached.

Project Understanding

CDM Smith understands that FDEP is requesting O&M services for seven months (as established on

November 7, 2023) from December 2023 to June 2024. The scope of work includes continued O&M of the existing soil vapor extraction (SVE) system. Annual groundwater monitoring is also being completed for this site, with the next annual event to be completed in February 2023. Therefore, costs associated with annual groundwater sampling and analysis are included in this proposal. CDM

Smith understands that Peterson’s Cleaners is inactive. The facility is in a strip mall and is currently occupied by Hollywood Nails and Spa.

Scope of Work

Subtask 1 – Project Management

Project management activities performed under this task generally consist of administrative functions required to maintain the project schedule, adhere to budget, and deliver the quality of the work products defined by CDM Smith's quality standards. CDM Smith's project manager will be

Kathy Leggoe, PMP. We will prepare and submit invoices upon approval of each deliverable or milestone completion.

Project Kickoff and Progress Meetings

CDM Smith expects to have a kickoff meeting or telephone conference with FDEP to review the status of the project and address FDEP comments regarding the Task Assignment. CDM Smith will prepare meeting agendas and notes as part of this task.

Project Quality Technical Review

CDM Smith's Quality Management System guidelines will be followed. Internal quality reviews will be conducted on plans and on investigation findings and reports.

Project Status Reports

CDM Smith's Project Manager will prepare and submit monthly status reports to accompany each invoice throughout the duration of this project. The Project Manager will also discuss the status of the project with FDEP on a bi-weekly basis, until the project is complete.

Subtask 2 – Groundwater Monitoring

The groundwater monitoring requirements for the site were identified in the 2020 ISRP and included a baseline event followed by annual monitoring for all eight site monitoring wells (MW-1 through MW-8) to assess groundwater volatile organic hydrocarbon (VOH) concentration trends following implementation of the SVE system. The most recent report (September 9, 2023) reported groundwater data for February 2023. One groundwater monitoring event will be completed under this task assignment in February 2024. Groundwater samples from the eight site monitoring wells will be submitted for laboratory analyses for VOHs by United States Environmental Protection

Agency (EPA) Method 8260B.

Water levels will be recorded from the eight monitoring wells. Water quality data will be collected during well purging, including dissolved oxygen, pH, conductivity, oxidation-reduction potential, temperature, and turbidity.

Monitoring Procedures

Well purging and sample collection will be completed in accordance with the requirements established FDEP Standard Operating Procedures (SOP)-001/01, effective date of April 16, 2018.

CDM Smith will employ the low-flow purge and sampling approach using a peristaltic pump and flow-through cell. A YSI-556 multi-parameter probe and a turbidimeter will be used to measure the water quality. All instrumentation will be properly calibrated and documented. Purge water will be containerized as IDW in drums for disposal. CDM Smith assumes one drum of IDW will require disposal.

Reporting

Semiannual Remedial Action Status Reports are required to include the SVE operations and groundwater data. CDM Smith will prepare a Semiannual Remediation Status Report under SVE system O&M Subtask 4.

Deliverable: Laboratory reports, field notes, updated groundwater tables.

Subtask 3 – SVE System O&M and Optimization – Quarter 1 (4 months)

The SVE system consists of four soil vapor extraction (SVE) wells, an SVE blower, an air injection blower, and a vapor-liquid separator. O&M site visits will be completed monthly for 6 months.

Subtask 3 covers the first quarter of O&M, from December 2023 through March 2024. During each site visit, the following work will be completed, and information collected.

System status (operating/alarms) and blower run time.

Vapor-liquid separator liquid volume.

System vacuum and velocity/flow rate at blower, before/after GAC, and after vapor-liquid separator.

SVE well vacuum/pressure and velocity.

Total organic vapors using an organic vapor analyzer (OVA) equipped with a photoionization detector from SVE wells, system influent, and system effluent.

Adjust vacuums and injection pressures on the SVE wells to optimize the overall SVE system performance.

The information will be consistently recorded on preprepared forms.

Two influent vapor samples will be collected for laboratory analyses by EPA Method TO-15 for volatile organic compounds (VOCs) during the Quarter 1 O&M period since this is a 4-month quarter.

Deliverable: Quarterly O&M submittal including field documentation, laboratory reports, and tables, submitted electronically.

Subtask 4 – SVE System O&M and Optimization – Quarter 2 (3 months)

Subtask 4 covers the second quarter of O&M from April through June 2024. During each site visit, the following work will be completed, and information collected.

System status (operating/alarms) and blower run time.

Vapor-liquid separator liquid volume.

System vacuum and velocity/flow rate at blower, before/after GAC, and after vapor-liquid separator.

VE well vacuum/pressure and velocity.

Total organic vapors using an OVA equipped with a photoionization detector from VE wells, system influent, and system effluent.

Adjust vacuums and injection pressures on the VE wells to optimize the overall SVE system performance.

The information will be consistently recorded on preprepared forms.

One influent vapor sample will be collected for laboratory analyses by EPA Method TO-15 for VOCs during the Quarter 2 O&M period. Based on previous performance, CDM Smith estimates up to one

55-gallon drum of liquid will be collected by the moisture separator, requiring disposal. Disposal services will be provided by Erwin Remediation, who have rates previously approved for use on the

Waste Cleanup Program Contract HW681.

Deliverable: Semi-Annual Status Report

Subtask 5 – Utilities

CDM Smith will provide utilities for the SVE system and assume $700/month for utilities. A handling charge is included.

Deliverable: Utilities Handling Fee, receipt of 7 months of invoices (Cost Plus Fixed Fee)

Subcontractor Selection

Costs for IDW removal and disposal were requested from Erwin Remediation, Clean Earth, ERS, and

Clark Environmental. As the lowest bidder, Erwin Remediation was selected to remove and dispose of IDW. Based upon other cost estimates, Erwin Remediation appears to be the lowest cost handler of IDW across the state for this work.

Schedule Subtask 2: Groundwater Monitoring

Deliverables: Laboratory reports, field notes, updated groundwater tables.

Due Date: March 30, 2024

Subtask 3: SVE System O&M and Optimization – Quarter 1

Deliverables: Quarterly O&M submittal including field documentation, laboratory reports, and tables, submitted electronically.

Due Date: April 30, 2024

Subtask 4: SVE System O&M and Optimization – Quarter 2

Deliverables: Semi-Annual Remedial Action Status Report

Due Date: July 30, 2024

Subtask 5: Utilities

Hey John, How have you been? I have some work that I thought you may be interesting in bidding on concerning our 10 year FDEP contract work.

If you are interested, I would like to request a cost proposal for the pickup and disposal of all investigation derived waste associated with our FDEP projects for one year.

The proposal should include both non-hazardous and hazardous waste (you can hold off on the hazardous if it’s an issue), liquid and solid, and varying quantities (drums, roll-offs, 250-gallon totes). It should also include rates for sites located throughout the state.

If accepted, the costs outlined in the proposal would be agreed upon for a year before renegotiations. The sites will be spread throughout Florida and include Pensacola, Jacksonville, Tampa, Orlando and South Florida.

The majority of the waste will be non-haz soil and groundwater in 55-gallon drums.

If you are interested, please submit a proposal by the end of next week. Please feel free to reach out with any questions.
