Description: The Consultant will perform background investigations and an initial site visit at each of the three proposed fishing pier sites. The Consultant and DEP Project Manager will participate in the site visit (as well as other DEP-invited guests) and the kick-off meeting. The purpose of the site visit and kick-off meeting is to assess the current conditions at the Project sites; review the project information submitted during the NRDA project solicitation process; review the available budget, and refine the proposed design to reflect current site conditions and construction budget. DEP will assemble and provide to the Consultant previously completed applications and plans, and any additional data that may be available including but not limited to: bathymetric surveys, geotechnical information, property ownership information, natural resource surveys, regulatory reviews and permits, and any other project-related information that may be available. This material will be used for the discussions at the kick-off meeting.
Subtask 1.1 Background Investigations and Initial Site Visit: The Consultant will perform desktop investigations and conduct initial site visits with the DEP Project Manager to assess the background and existing site conditions of the Project sites that may be crucial for preliminary structure design. The field review shall observe current environmental and physical conditions at the Project sites and further ascertain opportunities and/or constraints that may influence design considerations. The site visits and observations will include a detailed review of the existing shoreline, nearshore, and upland conditions.
The Consultant will coordinate with the DEP Project Manager in scheduling the site visits such that the three individual site visits may occur during a one-day field trip. The site visits shall be scheduled within ten (10) days of the final execution of the task assignment and issuance of the Notice to Proceed (NTP).
The team shall also observe the existing infrastructure such as parking areas, site utilities, sidewalks, etc.
to assess the general capacity of the existing site (e.g., ADA accessibility). The field review will also consider design opportunities for optimized connectivity between existing infrastructure and the proposed Project features to enhance the visitor experience and likelihood of project success. The Consultant shall also observe existing structures such as bulkheads, riprap, or docks that may influence design considerations or site limitations that may affect construction. Finally, the Consultant and key staff shall also field identify specific areas of interest to be refined/included within future data collection phases (topographic/bathymetric features, natural resource survey areas, geotechnical data collection, etc.) that would occur outside of this Task Assignment.
The Consultant will also, in addition to the site visits, conduct desktop investigations of existing information pertinent to the Project area coastlines. Such information may include historical and recent topographic and bathymetric surveys; aerial photography; navigation channel and right-of-way boundaries; historic wind records; storm related data (storm surge and wave records); offshore sediment data; and existing literature on coastal processes and environmental issues. Investigations of historical data and aerials may reveal areas of probable impact to submerged aquatic vegetation, historical shoreline positions, and areas of shoreline stability or accelerated erosion. The Consultant shall also review the information and data provided by the DEP Project Manager.
Subtask 1.2 Kick-Off Meeting: The Consultant shall coordinate with the DEP Project Manager and schedule a kick-off meeting with key Project team members following the site visits. The kick-off meeting will be held within five (5) working days following the site visits. Subtask 3 – Conceptual Design
Subtask 3 Description: The Consultant will prepare conceptual designs for each of the three fishing pier project sites. The design concepts shall be developed, based on the original NRDA project applications, input from the receiving entity and physical and environmental conditions noted during the site visits (Subtask 1.1). Components of the conceptual design shall include plan-view and cross-section layouts of the three structures based on preliminary assessment of coastal conditions and the Consultant’s professional experience. During the kick-off meeting (Subtask 1.2) and prior to the preparation of conceptual design, the Consultant will seek direction from DEP regarding preferred project design concepts and design criteria.
As a part of developing the conceptual designs the Consultant will conduct a preliminary coastal conditions analysis to define key design parameters such as wave characteristics and storm surge elevations at the three project sites. Development of the Coastal Conditions analysis will rely on background data collected in Subtask 1 and 2, as well as existing site-specific information such as tidal datums, historic storm surge elevations and wind records, critical fetch lengths, and existing bathymetric data. Using historic wind records and available/collected bathymetry, the Consultant will perform preliminary empirical wave modeling to determine probable wave characteristics (e.g., wave heights and periods) for up to two DEP-requested storm events (e.g., 45- and 70-mph winds). Using this data and the corresponding water depths and surge elevations, the Consultant will calculate the anticipated structural loading conditions to support the conceptual design of the fishing pier structures.
Based upon the results of the coastal conditions analysis and FDEP’s requested design conditions, the Consultant will prepare conceptual plan(s) and typical cross-sectional designs for each of the proposed fishing pier structures. The Consultant will aim to prepare a conceptual design to meet the project goals of longevity, storm resistance, and low maintenance requirements. This task does not include detail structural engineering analysis or design. Rather, the Consultant will apply engineering experience, judgement, and basic design “rules of thumb” to formulate an initial concept for each pier design. The purpose of this design effort is to define potentially feasible alternatives to serve as an initial template to evaluate potential project budgets and construction costs. Future design efforts (occurring outside this Task Assignment) will be necessary and may result in significant changes to the conceptual designs prepared in this sub-task.
As a part of this Task Assignment the Consultant will prepare an Opinion of Probable Construction Costs (OPCC) for the conceptual designs developed for each of the three sites. The OPCC will comprise a list of major items with associated quantities and unit costs. The Consultant will apply internal and external data to develop a cost opinion for each pier. The OPCC will include an appropriate contingency range to reflect the existence of minimal project-specific field data and the conceptual nature of the designs. This OPCC will provide the DEP Project Manager with an initial budget estimate, which may be used to determine the amount of work that can be completed through application of the funds available for the Project(s).
Deliverables Subtask 3: The Consultant will provide the DEP Project Manager with a conceptual drawing for each separate pier identified in the project description (plan and cross-sectional views) and an OPCC for each pier.
Performance Measures Subtask 3: The DEP Project Manager shall review the conceptual design and OPCC to verify that all required elements are included and to ensure satisfactory completion of the

TOTAL $30,753.90
Subtask 4 – Pre-Application Meeting with Regulatory Agencies
Description Subtask 4: The proposed fishing piers will require regulatory authorizations from both DEP and the United States Army Corps of Engineers (USACE). As such, the Consultant will coordinate with the DEP project manager, DEP and USACE regulatory staff, and their commenting agencies (e.g., National Marine Fisheries Service (NMFS) and United States Fish and Wildlife Services (USFWS)) to schedule a single pre-application meeting to discuss all three proposed piers. The Consultant will conduct the pre-application meeting and shall prepare an agenda and conceptual figures for discussion during this meeting. The Consultant will solicit feedback from the regulatory and commenting agencies to define the requirements of the permit applications. It is the intent of the meeting to gauge project permit feasibility and to have regulators clarify the requirements of future required services in support of project permitting. These services may include potential topographic, bathymetric, and/or property boundary surveys, natural resource/submerged aquatic vegetation (SAV) survey(s), and any other specific surveys or analyses required for regulatory authorization. The Consultant will include a summary of these requirements as well as the anticipated fees for these services within the final report prepared under Task
