RE: CN306, TA 33 CO2
BDC Project No. 61476-C Manatee Springs State Park – Connect to the Municipalities
Dear Ms. Senthil:
Hydra Engineering & Construction, LLC is pleased to provide the attached change order proposal summary and man-hour documentation for the Septic and Drain Field Repairs at Manatee Springs State Park.
Sincerely, Leslie Weiss, P.E., C.G.C.
Hydra Engineering & Construction, LLC
Connect to the Municipalities Manatee Springs State Park – TA33 CO2
Upon completion of a site visit on July 8, 2025, it was determined by members of Hydra and the FDEP Park Manager that additional design would be required at proposed site #6 Restroom/Concession, and #10 APM Residence. Additionally, it was determined that some additional information is required for the system repairs at all sites as described below per Levy County Department of Health requirements.
Concurrently, the FDEP Project Manager determined that a CRAS study is required.
The purpose of this change order is to include additional survey for the relocation of the drain field at APM Residence and replacement of the drain field(s) at Concession/Restroom site. The addition of a CRAS study at all 4 sites is also included in this change order. The geotechnical analysis by EGS is removed from this Task Assignment since Levy County Department of Health is performing the soil analysis for the 4 drain field sites.
Subtask 2C: Additional Survey
Description: Optimal Surveying and Mapping (formerly O’Neal Surveying & Mapping, Inc.) will provide additional survey as described below:
Invert Elevations for all cleanouts at Ranger Station, Assistant Park Manager Residence, Concession/Restroom and Hickory Campground Bathhouse

Locate trees that are 6” DBH or greater in size within the additional area.
Additional topographic survey at Concession/Restroom Area to include:
o Concession building corners and finish floor elevation o Septic tank locations x 2 (invert elev. if possible) o Topographic survey at edge of spring, edge of river, and/or edge of sink (as applicable) o Topographic survey and locate trees that are 6” DBH or greater in size at existing drain fields in grass islands at parking lot. See Exhibit C, provided by client.
o Topographic Survey of parking lot and approx. 30-ft perimeter around existing drain fields and approx. location of sewer lines to drain field(s).
Additional topographic survey at Hickory Campground at edge of spring, edge of river, and/or edge of sink (as applicable) to show most southerly edge.
Deliverable: Consultant will provide electronic copies (AutoCAD and pdf) digitally signed and sealed of the topographic survey.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
