RE: CN306-TA 26, BDC Project No.61527C Dagny-Johnson Hammock Botanical State Park – Nature Trail Boardwalk
Dear Mr. Sandel:
Hydra Engineering & Construction, LLC is pleased to provide the attached proposal summary and man-hour documentation for the Nature Trail Boardwalk at Dagny-Johnson Hammock Botanical State Park.
Please see the attached proposal summary and deliverables.
Sincerely, Leslie Weiss, P.E., C.G.C.
Hydra Engineering & Construction, LLC
Nature Trail Boardwalk Dagney Johnson Hammock Botanical State Park
As requested, we are submitting this proposal to provide professional engineering services for the construction of a new boardwalk along within the Dagny-Johnson Key Largo Hammock Botanical State Park. We understand the scope of work to include the following:
• The boardwalk will be approximately 1700 LF long and will be 10’ wide.
• There will be 3 separate overlook stopping points along the pathway.
• Structural and Civil schematic design to:
o Constructed to withstand ATV use.
o Deck elevation approximately 5ft above existing grade with substructure at 4 ft above existing grade.
Subtask 1A: Survey Description: The purpose of this survey is to provide information to facilitate design of a 1,700 linear foot boardwalk along the Port Bougainville Trail within Dagny-Johnson Key Largo Hammock Botanical State Park.
Survey will include items numbered below:
1. Location of the existing path (±1,700’) with shots taken every 100 feet, secondary shots taken (x-sections) 5 feet each side of the centerline.
2. General locations of the limbs (not canopy) of mangroves (or other species) into the path.
Overhanging limbs to be marked with a survey ribbon, numbered. Species ID to be made by others.
3. Height of each tree that extends into the path.
4. Topo an area (20’x20’) for the 3 overlooks and the limbs that extend into those areas.
This survey does NOT include tree diameters, only heights of trees that extend over the path. This survey will NOT include a need for any watercraft, as the water is no more than 2 feet deep at high tide (per client). It is understood that trucks and equipment will need to be carried into the site to avoid a vehicle being left in standing saltwater at high tide.
Topographical design survey to include:
• Horizontal and vertical control points will be established and set appropriately throughout the length of the project.
• Topographical survey will be performed on 1 (one) foot contours and or spot elevations as needed.
• Topographical survey will be performed on NAVD 88 Vertical DATUM and Horizontal control will be on NAD 83/90.
• Multiple Benchmarks will be set onsite in areas where they should not be disturbed by future construction.
Deliverable: Consultant will provide electronic copies (Autocad and pdf) digitally signed and sealed of the topographic survey.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely. (Please do not alter this language)

Subtask 1B: Geotechnical Investigation:
Description:
Geotechnical Investigation for the new boardwalk along the Port Bougainville Trail within Dagny-Johnson Key Largo Hammock Botanical State Park consists of:
Field Exploration
The field exploration program is based on Terracon’s knowledge of the existing subsurface conditions near the project area. Our proposed field exploration program consists of the following:
Number of Borings
Planned Boring Depth (feet)
Planned Location
2 40 Dagny-Johnson State Park – Proposed 1700 LF boardwalk ( Borings will be performed at only the two ends of the boardwalk that can be accessed from the existing trail) – (Borings B-1 and B-2)1
1. Borings will be performed only at the two ends of the proposed boardwalk that are accessible by trails. Depending on soil conditions, additional borings may be required.
Boring Layout and Elevations: We will use handheld GPS equipment to locate borings in the field. Field measurements from existing site features may be utilized. Terracon will not be responsible for obtaining elevation using survey equipment. Survey at boring locations should be completed by others.
Subsurface Exploration Procedures: We will advance soil borings with a truck-mounted drill rig using drilling mud and casing. Five samples will be obtained in the upper 10 feet of each boring and at intervals of 5 feet thereafter. Soil sampling is typically performed using the split barrel sampling procedures. In the split barrel sampling procedure, a standard 2-inch outer diameter split barrel sampling spoon is driven into the ground by a 140-pound automatic hammer falling a distance of 30 inches. The number of blows required to advance the sampling spoon the last 12 inches of a normal 18-inch penetration is recorded as the Standard Penetration Test (SPT) resistance value. The SPT resistance values, also referred to as N-values, are indicated on the boring logs at the test depths. The samples will be placed in appropriate containers, taken to our soil laboratory for testing and classified by a geotechnical engineer. In addition, we will observe and record groundwater levels during drilling and sampling.
Our exploration team will prepare field boring logs as part of standard drilling operations including sampling depths, penetration distances, and other relevant sampling information. Field logs include visual classifications of materials encountered during drilling, and our interpretation of subsurface conditions between samples.
Results of our field and laboratory programs will be evaluated by a professional engineer. The engineer will develop a geotechnical site characterization.
■ Project Planning – Proposal information, schedule and anticipated exploration plan will be posted for review and verification.
■ Site Characterization – Findings of the site exploration
■ Geotechnical Engineering Report
The geotechnical engineering report will provide the following:
■ Site Location and Exploration Plans
■ Boring logs with field and laboratory data
■ Stratification based on visual soil (and rock) classification
■ Groundwater levels observed during drilling
■ Subsurface exploration procedures
■ Description of subsurface conditions
■ Laboratory Test results
■ Geotechnical recommendations for the proposed boardwalk
Deliverable: Consultant will provide Geotechnical report with attachments to project manager electronically in PDF format and mail hard copies on 8 ½” x11” sheets.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are
