Subtask 1B: Geotechnical Investigation:
Description:
Geotechnical Investigation for the new wall at the Visitor Center and the proposed elevated ADA ramp consists of:
Field Exploration The field exploration program is based on Terracon’s knowledge of the existing subsurface conditions near the project area. Our proposed field exploration program consists of the following:
Number of Borings
Planned Boring Depth (feet)
Planned Location
2 40 Windley Key - Proposed ADA Ramp (elevated ramp) (Borings B-2 and B-3)
Windley Key - Proposed new wall (boring will be performed as close as possible to the proposed wall
– equipment cannot enter existing breezeway) – (Boring B-1)
Boring Layout and Elevations: We will use handheld GPS equipment to locate borings in the field. Field measurements from existing site features may be utilized.
Subsurface Exploration Procedures: We will advance soil borings with a truck-mounted drill rig using drilling mud and casing. Five samples will be obtained in the upper 10 feet of each boring and at intervals of 5 feet thereafter. Soil sampling is typically performed using the split-barrel sampling procedures. In the split barrel sampling procedure, a standard 2-inch outer diameter split barrel sampling spoon is driven into the ground by a 140-pound automatic hammer falling a distance of 30 inches. The number of blows required to advance the sampling spoon the last 12 inches of a normal 18-inch penetration is recorded as the Standard Penetration Test (SPT) resistance value. The SPT resistance values, also referred to as N-values, are indicated on the boring logs at the test depths. The samples will be placed in appropriate containers, taken to our soil laboratory for testing, and classified by a geotechnical engineer. In addition, we will observe and record groundwater levels during drilling and sampling.
Results of our field and laboratory programs will be evaluated by a professional engineer. The engineer will develop a geotechnical site characterization.
■ Project Planning – Proposal information, schedule and anticipated exploration plan will be posted for review and verification.
■ Site Characterization – Findings of the site exploration
■ Geotechnical Engineering Report
The geotechnical engineering report will provide the following:
■ Site Location and Exploration Plans
■ Boring logs with field and laboratory data
■ Stratification based on visual soil (and rock) classification
■ Groundwater levels observed during drilling
■ Subsurface exploration procedures
■ Description of subsurface conditions
■ Laboratory Test results
■ Geotechnical recommendations for the proposed new wall to enclose the breezeway
■ Geotechnical recommendations for the proposed ADA ramp
Deliverable: Consultant will provide Geotechnical report with attachments to project manager electronically in PDF format and mail hard copies on 8 ½” x11” sheets.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely. (Please do not alter this language)

Subtask 1C: Asbestos Survey Description:
Terracon will mobilize an Asbestos Hazard Emergency Response Act (AHERA) accredited asbestos building inspector to conduct an asbestos survey as required by US Environmental Protection Agency (USEPA) regulation 40 CFR Part 61, National Emissions Standards for Hazardous Air Pollutants (NESHAP). Terracon’s asbestos building inspector will work under the direct supervision of a Florida Licensed Asbestos Consultant (FLAC). Terracon will conduct a visual assessment of the tenant spaces to identify materials suspected of containing asbestos (suspect ACM) such as thermal system insulation, surfacing materials, and miscellaneous materials. Suspect materials will be physically assessed for friability and evidence of damage or degradation. Samples of suspect ACM will be collected for laboratory analysis. Bulk sample collection will be conducted in general accordance with the sampling protocols outlined in
USEPA 40 CFR 763.86.
Sample collection will result in some isolated damage to building materials; however, attempts will be made to limit such damage to the extent necessary for sample collection. Terracon will not be responsible for repair or touch-up of sample locations. In addition, Terracon will not perform sampling that requires demolition or destructive activities such as knocking holes in interior or exterior walls, dismantling of equipment or removal of protective coverings without prior authorization from the Client. Reasonable efforts to access suspect materials within known areas of restricted access (e.g., crawlspaces) will be made provided these areas are not determined to be permit-required confined spaces, or to pose a health or safety risk to Terracon personnel.
Sampling will not include suspect materials that cannot be safely reached with available ladders.
Terracon anticipates collecting up to 27 samples of suspect ACM from the project scope. Current USEPA regulations require that a minimum number of samples from each homogeneous area be obtained in order to characterize a material as non-ACM. If additional sample collection is warranted and authorized, samples will be invoiced at $25.00 per additional sample. We will not exceed the authorized fee without your prior approval.
The bulk samples will be forwarded to a laboratory accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) for analysis by visual estimation using polarized light microscopy (PLM). If PLM results merit re-analysis by the more quantitative point-counting techniques or Transmission Electron Microscopy (TEM), Terracon will contact the client for authorization if additional costs will be incurred.
Some materials that are found to contain two percent or less than one percent asbestos may be considered for further analysis by PLM point count analysis (400 points) per regulatory requirements. Terracon will review the laboratory results and recommend PLM point count analysis, as appropriate. Fees for additional point count analysis have not been included in this estimate. If additional point count analysis is recommended, Terracon will contact the Client for authorization of additional fees.
In accordance with federal regulations, only those materials containing greater than 1% asbestos will be reported as asbestos-containing. However, materials less than 1% will be identified because the Occupational Safety & Health Administration (OSHA) Asbestos in Construction Standard (29 CFR 1926.1101) regulates materials with < 1% asbestos content.
Terracon will not climb onto steep roofs (greater than 4:12 slope) unless the Client provides safe anchor points. For low slope roofs, Terracon will use a second competent person as required by our safety monitor system. The safety monitor system includes a second competent person on site to perform safety monitor duties while the primary inspector conducts the roof inspection and sampling. For low slope roofs, greater than 50 feet in width, a safety monitor and warning line system is required. Inaccessible suspect roofing will be assumed ACM.
Deliverable: Consultant will provide Environmental report with attachments to project manager electronically in PDF format and mail hard copies on 8 ½” x11” sheets.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are

Subtask 1D: Lead Paint Survey Description:
Terracon will conduct visual observations of coated surfaces in the designated areas. Sample locations will be based on the combination of component, color and substrate. Readily accessible coated building finishes will be assessed provided they can be safely accessed. We estimate the collection of up to 20 samples of suspect coatings based on the sampling combination of color, building component and substrate.
A representative portion of the coatings will be removed down to substrate. Samples will be placed in a clean sample container and labeled to identify sample location. Samples will be submitted under secure chain-of-custody protocols for analysis for total lead content by Flame Atomic Absorption Spectroscopy (FAAS), Environmental Protection Agency (EPA) method SW- 846-7000B. The laboratory will participate in the American Industrial Hygiene Association (AIHA) Environmental Lead Proficiency Analytical Testing (ELPAT) program. Samples will be submitted for 72-hour turnaround from receipt by the laboratory.
If additional sample collection is warranted and authorized, samples will be invoiced at $20.00 per sample. We will not exceed the authorized fee without your prior approval.
Lead is regulated by the EPA, HUD, FDEP and OSHA. The EPA and FDEP regulate lead use, removal, and disposal, and OSHA regulates lead exposure to workers. The EPA and HUD, from their child-protection focus, define as lead-based paint (LBP) as paint, varnish, stain, or other applied coating that contains lead equal to or greater than 1.0 mg/cm2, 5,000 mg/kg, or 0.5% by dry weight as determined by laboratory analysis. For the purpose of the OSHA lead standard, lead includes any detectable concentrations of metallic lead, all inorganic lead compounds, and organic lead soaps.
The OSHA Lead Standard for Construction (29 CFR 1926.62) applies to all construction work where an employee may be occupationally exposed to lead, including paint-containing lead (PCL). All work related to construction, alteration, or repair (including painting and decorating) is included. The OSHA lead-in-construction standard applies to any detectable concentration of lead in paint, as even small concentrations of lead can result in unacceptable employee exposures depending upon on the method of removal and other workplace conditions.
