4 Project Specific Requirements Per Section J-B-15, please confirm the project superintendent will be required to complete OSHA 30 if his ceritficate is later than 5 years from the start of the project.

Yes. The project superintendent is required to complete the OSHA-40 if his or her certificate is later than 5 years from the start of the project.

5 Project Specific Requirements Per Section J-B-16, please confirm no permits are required for this project. No permits identified in J-B-16 are required for this project. 0004 6 Project Specific Requirements Is a full time Site Safety & Health Officer required in addition to the project superintendent? No, a full time SSHO is not a requirement. 0004

7 Project Specific Requirements Is a full time QA/QC Manager needed in addition to the project superintendent? A full time QA/QC manager is required in addition to the project superintendent. The QA/QC manager may fulfull other roles.

Bid Due Date With the July 4th holiday week there are vendors and trade partners that may be on vacation the week of July 6th. Would the government consider extending the bid date to the following week to ensure best pricing and coverage.

L.18 Non-Price Factors (Jan 2018);

(b) Technical Experience Sub- Factor; Pages 63 - 64

We understand that the page limitations for this Sub-Factor are limited to (2) pages per contract/project. Would the Government permit the Offerors to also include a (1) page introduction at the beginning of this Sub-Factor to highlight the technical experience requirments (as listed on pages 68 and 69) for each of the submitted projects?

Yes. A one page introduction and summary outlining the overall technical experience is acceptable. Solicitation updated, see conformed solicitation pages 58 and 64.

Both of these paragraphs state that the Offerors shall identify three contracts/projects by major subcontractors and/or MEI subcontractors. Is the limit for each of these paragraphs three contracts/projects TOTAL, or three contracts/projects PER SUBCONTRACTOR?

Three contracts/project per MAJOR Subcontractor.

There is a potential of 17 projects; 5 from the Prime Contractor, 3 from Major Subcontractor One, 3 from Major Subcontractor Two, 3 from Major Subcontractor Three, & 3 from MEI Subcontractor.

(c) Past Performance Sub-Factor

We understand that the Offerors are to submit completed PPQs for each of their five projects featured in the Techanical Experience Sub-Factor. Are the Offeror's subcontractors (whose projects are also featured in that Sub-Factor) to submit completed PPQs for their projects as well?

Yes. Please provide PPQs for the major subcontractors featured in the subfactors. 0004

01 32 01.00 10 Project Schedule Is there a time constraint as to when this project needs to be completed? As identified in the solicitation Section F.1 paragraph (c), all physical on site work for the project is to be completed within the 180-day or 150-day period following NTP for the post-Artemis 1 launch.

The Artemis 1 launch is currently scheduled for July 2021 but may be delayed up to Nov 2021. A second NTP to proceed with the post-Aretmis work is expected within 30 days after launch.

Welding Requirements What are the welding requirements for 23 00 00 2.7.1.3, 2.7.1.4, 2.7.1.7 and 2.9. We would like to weld all ECS ductwork to D17.0 clause 9, paragraph option 2 and AWS D9.1 sheet metal code and inspection shall be per AWS D17.1 clause 9, paragraph 9.2 option 2, class c visual only.

As identified in 23 00 00 2.7.1, all ductwork is to be fabricated to ASME B31.3. In addition for all ECS pipe and pressure ductwork, magnetic particle or liquid penetrant for aluminum examinations shall be performed on 100 percent of multi-pass thickness, root and cap passes, and any 1/2 inch filler pass in-between.

Specs will be updated via Section C.2 update in next Amendment.

40 95 00, Section 3.3.1 Per 40 95 00, Section 3.3 .1 describes full loop calibration back to the PLC and validated at the HMI, but NASA is responsible for the PLC and any modifications to it. Section 3.3.3 provides exclusions of responsibility for the contractor but does not exclude errors due to PLC programming, HMI displays, or functionality controlled by the PLC. Please clarify the extent of the Controls testing required for this contract (It appears to be the intent for this contract to test to a prefunctional test level) and extent of the responsibility for functions/operations related to the PLC and SCADA.

Controls testing will be limited to a pre-functional testing (i.e. testing of the individual components to ensure functionality within the requirements identified in the contract documents). The contractor will not have any responsibility for the PLC and SCADA.

General Overall Phase 1 question Please confirm during Phase 1 that there will be no work in the ECS building despite the many notes to the contrary on the drawings.

Only work that cannot impact the existing ECS can be included in Phase 1.

Predominantly, this work is exterior of ECS building. However, the contractor may identify work fronts that are believed to not have an impact to the existing ECS. The Government will review these work fronts and approval is required prior to start of work.

RFP page 64 para F.1 c Contract Line Item 0002

Please confrim that the alternate proposal is to be completed for the entire PRE-ARTEMIS 1 launch scheduled for July 1st 2021 assuming a NTP will be issued by July 31, 2020 and not July 31st 2021 as stated.

Two NTPs will be issued. One shortly after contract award for the Pre-Artemis I launch work. The Pre-Artemis I launch work is to be completed prior to the launch of Artemis I. The Artemis I launch is currently scheduled for July 2021 but may be delayed up to Nov 2021.

The second NTP to proceed with the Post-Aretmis I work, will be issued, and is expected within 30 days, after the Artemis I Launch. As identified in the solicitation Section F.1 paragraph (c), all physical on site Post-Artemis I launch work for the project is to be completed within the 180-day or 150-day period following second NTP.

32 RFP pages 59-60, Section L.15

The RFP says "Any late propsals will be reviewed IAW FAR 15.208 (b)(1)(i)." Please confirm if a proposal is submitted on July 10th, before 2:00PM, say 7:50 AM, but doen't show up until after 2:00 PM, say 2:05 PM, if that proposal would be accepted since it was sent before the 2:00 PM due date and time.

No, it would be late and not accepted.

Proposals sent via email must be received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals.
