19 Access Ladder The access ladder does not have any details. Is this ladder to be standard un-caged access ladder?
Yes, the access ladder is an un-caged ladder similar to the current existing ladder.
Ref: I 702 and 703 Is the location for the new MIL-Spec connectors added to the enclosures a firm fixed location or is there flexibility in the locations? (ref sheets I-702 and I-703)
Yes the locations are flexible as constructability is the major factor in the connector locations. All connector relocations will need to be submitted in shop drawings for review
Sheet 1-702 Details for
RIO 3
On Sheet I-702 the right side detail for RIO 3 does not reflect existing conditions and cannot be located as indicated. Should these be moved to the top of the enclosure?
Yes. Locations can be adjusted as needed and shall be submitted in shop drawings.
1-613 I-613 shows a breaker added for each new connector on Enclosure 37568.
Note A indicates this is not to be connected to a power source. The reference drawing on I-703 does not show where the additional 22 breakers are to be installed. Please clarify the construction of this rail as to if it is to be a single rail configured for 1 source, or split for the 2 existing incoming sources as well as the impact to the testing requirements if the work indicated in note A is not completed prior to the start of this contract and the devices powered from these breakers are not functional.
The contractor to provide and install all circuit breakers, devices, and associated mounted hardware and cables. Cables configurations shall be per each cable identification labels. The breakers to be installed in side 37568. All end devices to be connected by dedicated cables shown on drawings. RIO 37568 is existing (two sources) . The power is existing and available, it should not be an issue for conducting the functional test.
Modification of the existing Source of power upstream is not part of this contract.
40 95 00, Section 3.3.1 Per 40 95 00, Section 3.3 .1 describes full loop calibration back to the PLC and validated at the HMI, but NASA is responsible for the PLC and any modifications to it. Section 3.3.3 provides exclusions of responsibility for the contractor but does not exclude errors due to PLC programming, HMI displays, or functionality controlled by the PLC. Please clarify the extent of the Controls testing required for this contract (It appears to be the intent for this contract to test to a prefunctional test level) and extent of the responsibility for functions/operations related to the PLC and
SCADA.
Controls testing will be limited to a pre-functional testing (i.e.
testing of the individual components to ensure functionality within the requirements identified in the contract documents).
The contractor will not have any responsibility for the PLC and
SCADA.
40 95 00 section 3.4 Per 40 95 00 Section 3.4 This contract requests a step by step procedure for system start-up as one of the required items. NASA is responsible for the programming, sequence of operations, and operation of the PLC and SCADA. Please clarify the contractor's responsibility under this Section.
System start up only as required for prefunctional testing. 0006

Drawing M-402, Note A, Note M-405 Note B
Is the contractor to use the existing supports on reloacted humidifiers? Is the same type of supports to be used on the new humidifiers? Note: No support details for humidifiers are shown on drawings.
If an existing humidifier is being relocated to the same location, then the existing support system may be re-used. Otherwise provide a new support system as indicated on the Humidifer Support Detail on drawing M-614 Detail MBW.
General Overall Phase 1 question
Please confirm during Phase 1 that there will be no work in the ECS building despite the many notes to the contrary on the drawings.
Only work that cannot impact the existing ECS can be included in Phase 1. Predominantly, this work is exterior of ECS building.
However, the contractor may identify work fronts that are believed to not have an impact to the existing ECS. The Government will review these work fronts and approval is required prior to start of work.
28 RFP page 67 para B Please clarify the evaluation of price proposals See updated and added paragraphs in solicitation section M.1 (c)(4).
Specifications We were unable to locate a specification for the cleanliness of the existing duct/removed and moved duct for this project. Are there specifications for this?
The ductwork is to be left in a "Generally Clean" condition as indicated on drawing M-101, Note 16 and Note 24. Also refer to spec section 23 00 00, 3.11 for vacuum clean and wipe clean.
RFP page 64 para F.1 c Contract Line Item 0002
Please confrim that the alternate proposal is to be completed for the entire PRE-ARTEMIS 1 launch scheduled for July 1st 2021 assuming a NTP will be issued by July 31, 2020 and not July 31st 2021 as stated.
Two NTPs will be issued. One shortly after contract award for the Pre-Artemis I launch work. The Pre-Artemis I launch work is to be completed prior to the launch of Artemis I. The Artemis I launch is currently scheduled for July 2021 but may be delayed up to Nov 2021.
The second NTP to proceed with the Post-Aretmis I work, will be issued, and is expected within 30 days, after the Artemis I Launch. As identified in the solicitation Section F.1 paragraph (c), all physical on site Post-Artemis I launch work for the project is to be completed within the 180-day or 150-day period following second NTP.
See update to solicitation section F.1 (c).
M-318 thru M-329 We have unable to locate an insulation specification for the duct work in the tunnel The insulation for the double wall ductwork in the tunnel shall be 3" thick phenolic, Superwool 607 HT or equal, as indicated on drawing M-611.
32 RFP pages 59-60, Section L.15
The RFP says "Any late propsals will be reviewed IAW FAR 15.208 (b)(1)(i)." Please confirm if a proposal is submitted on July 10th, before 2:00PM, say 7:50 AM, but doen't show up until after 2:00 PM, say 2:05 PM, if that proposal would be accepted since it was sent before the 2:00 PM due date and time.
