SECTION C – DESCRIPTION/SPECIFICATION/WORK STATEMENT
C.1 SCOPE OF WORK (JAN 2018)
The Contractor shall furnish all management, supervision, labor, transportation, facilities, materials, tools, equipment, disposal, and documentation (except any property, including utilities, specified in the Schedule to be Government-Furnished) to perform all work for the Task(s) named below, and defined in the contract drawings, maps, specifications, and/or statements of work.

(a) Five sets of full scale contract drawings, maps, specifications, and/or statements of work (excluding publications incorporated into the technical provisions by reference), plus one CD or DVD containing electronic, portable document format (PDF) versions, and an electronic copy of the 3D model, will be furnished at award to the Contractor without charge. The work shall conform to the following contract drawings, maps, specifications, and/or statements of work, attached to this contract.
Drawing Number 79K40792, titled “Upgrade ECS at LC-39B,” dated 04/13/2020, sheets 1 through 240.

(b) Addenda to Drawings, Maps, Specifications, and/or Statements of Work: N/A
(1) Specification section 40 05 13.96, paragraph 3.2, is changed from:
Visual inspection of all welds installed by the Contractor shall be performed by the Contractor to detect surface and internal discontinuities in completed welds. All tack welds, weld passes, and completed welds shall be visually inspected. When inspection and testing indicates defects in a weld joint, the weld shall be repaired by a qualified welder in accordance with paragraph CORRECTIONS AND REPAIRS.
To:
Visual inspection of 100 percent of pressure piping and ECS pressure duct welds shall be performed by the Contractor to detect surface and internal discontinuities in completed welds.
All tack welds, weld passes, and completed welds shall be visually inspected. In addition for all ECS pipe and pressure ductwork, magnetic particle or liquid penetrant for aluminum examinations shall be performed on 100 percent of multi-pass thickness, root and cap passes, and any 1/2 inch filler pass in-between. When inspection and testing indicates defects in a

weld joint, the weld shall be repaired by a qualified welder in accordance with paragraph 3.4
CORRECTIONS AND REPAIRS.
(2) Specification section 40 05 13.96, paragraph 1.5.1, is changed from:
Record in detail and qualify the Welding Procedure Specifications for every proposed welding procedure. Qualification for each welding procedure shall conform to the requirements of ASME B31.3, and to this specification. The welding procedures shall specify end preparation for butt welds including cleaning, alignment, and root openings. Preheat, interpass temperature control, and postheat treatment of welds shall be as required by approved welding procedures, unless otherwise indicated or specified. The type of backing rings or consumable inserts, if used, shall be described and if they are to be removed, the removal process shall be described. Copies of the welding procedure specifications and procedure qualification test results for each type of welding required shall be submitted in accordance with paragraph SUBMITTALS. Approval of any procedure does not relieve the Contractor of the sole responsibility for producing acceptable welds. Welding procedures shall be identified individually and shall be referenced on the detail drawings or keyed to the contract drawings.

(3) Specification section 23 00 00, paragraph 2.7.1.7, add the following sentence:
Proof pressurize the individual sections and completed chamber assembly to 1.1 times the system design pressure (8.8 psig) per ASME B31.3 requirements for pneumatic leak testing.
(c) "Or Equal" Items”
Throughout the technical specifications and drawings of this contract, where certain manufacturers’ trade names and model numbers are specified and followed by the term "or equal," the manufacturer's name and data as specified shall represent the minimum standard type, quality, and capacity acceptable for incorporation into the work covered by this contract. The products of other manufacturers will be considered as being acceptable, provided that such products fully meet or exceed all minimum structural or use and operational features of the particular manufacturers’ items as specified, and provided that the other manufacturers’ items are easily interchangeable and can be adequately incorporated within the allocated space in the

Contracting Officer’s assessment of the appropriate subcontracting goals for this procurement.
(iii) Large Business Offerors must meet all of the following standards to receive an
“Acceptable” rating on this sub-factor:
(A) The Small Business Subcontracting Plan addresses all of the 15 requirements of FAR Clause 52.219-9 (Alternate II), Small Business Subcontracting Plan, paragraphs (d)(1) thru (15).
(B) The rationale provided for any proposed subcontracting goal that is less than the
Contracting Officer’s recommended goal includes an independent assessment of the small business opportunities and demonstrates a reasonable attempt was made to meet the Contracting Officer’s recommended small business subcontracting goals.
(C) The Small Business Subcontracting Plan demonstrates a reasonable commitment to the use of small business subcontractors.
(d) EVALUATION PROCESS
The following describes the general methodology that will be used for proposal evaluation:
(1) Offerors will be checked in the System for Award Management for current entity registration, representations and certifications, and the exclusions and Non-procurement Programs and the Federal Awardee Performance and Integrity Information System. Offerors will be checked against the List of Parties Excluded From Federal Procurement and Non-procurement Programs. Offerors who appear on the List will be eliminated without further consideration.
Proposals will also be checked for responsiveness. The Contracting Officer will follow guidance at FAR 15.306 for resolving minor informalities or irregularities.
(2) A joint venture will be evaluated as a single offeror.
(3) The Contracting Officer will conduct a price analysis on each offeror’s submitted price.
(4) The technical (non-price) volume of the offeror with the lowest evaluated reasonable price of the 150 day proposals will be given to the technical evaluators for review. If the technical (non-price) proposal is determined to be technically “Acceptable”, award shall be made to that offeror, subject to a positive responsibility determination in accordance with FAR Part 9.
In order for a technical proposal to be determined technically “Acceptable”, all of the non-price factors in the technical proposal must be individually evaluated as “Acceptable”.
(5) If the technical proposal is determined to be technically “Unacceptable” the technical (non-price) volume of the offeror with the next lowest evaluated reasonable price of the 150 day proposals will be given to the technical evaluators for review. If the technical (non-price) proposal of the offeror with the next lowest evaluated reasonable price is determined to be technically “Acceptable” award shall be made to that offeror subject to a positive responsibility determination in accordance with FAR Part 9.
(6) If the technical proposal is determined to be technically “Unacceptable” the process described

Yes, the access ladder is an un-caged ladder similar to the current existing ladder.

Yes the locations are flexible as constructability is the major factor in the connector locations. All connector relocations will need to be submitted in shop drawings for review

On Sheet I-702 the right side detail for RIO 3 does not reflect existing conditions and cannot be located as indicated. Should these be moved to the top of the enclosure?
Yes. Locations can be adjusted as needed and shall be submitted in shop drawings.
1-207 I-207 indicates Panel 35441 to be replaced and remains with modifications. Please confirm this is to be an entirely new enclosure with functionality as described on I-301 note C and I-302 note D and just reusing the enclosure number "35441" for the new panel.

M-318 thru M-329 We have unable to locate an insulation specification for the duct work in the tunnel The insulation for the double wall ductwork in the tunnel shall be 3" thick phenolic, Superwool 607 HT or equal, as indicated on drawing M-611.
