General Notes:

Ov erv iew: Each NASA Center applies and maintains appropriate physical and IT security measures to provide for protection of persons and property. This procedure ensures that only authorized personnel are admitted to KSC, NASA IT resources, and other NASA properties. KSC contractors associated with the execution of this process develop specific proprietary procedures to ensure the proper execution of their roles and responsibil ities.

Certain badges require identity verifications to be processed in Agency NASA Account

Management System and Identity Management and Account Exchange (IdMAX) systems.

This process does not include how to use these systems. Training modules for these systems are available in System for Administration, Training, and Educational Resources for NASA

(https://SATERN.NASA.gov).

There are numerous scenarios associated with issuing badges and verifying identities.

Badge types and criteria for issuance are detailed in Appendix A and detailed descriptions are provided in Appendix B. However, NASA generally uti l izes three types of photo identification media: Visitor Badges, Center Specific Badges, and NASA Personal Identity Verification (PIV)

Badges. Visitor Badges (also known as machine passes) are for short-term visitors who will not be accessing the Center for more than 29 days.

Unique Situations: NASA Security (physical or IT) wil l make the determination for unique situations (such as a consultant requiring IT resources for 30 days) on a case by case basis and may elect to issue a variation of the above badging situations, such as issuing a Visitor

Badge or Center Specific Badge, and performing the necessary verifications to allow IT resource uti l ization.

Additional Information:

- If badging for a foreign national (FN), see Kennedy Documented Proceedure KSC-P-3717

- Employees leaving the Center upon retiring or terminating employment receive an "exit" badge to use while outprocessing.

- Name change? Contractor change? Position risk designation change? Left badge at home?

(see Appendix C).

- All personnel must wear the badge so that it is visible above the waist when on Center.

Employees should challenge unbadged personnel and report unauthorized persons to

Security immediately by call ing 867-7911. Everyone is responsible for appropriately safeguarding their badge and shall immediately report the loss or inappropriate use of the badge, and are required to surrender the badge at the direction of the issuing authorities.

- Badges are not personal property, rather are the property of the United States Government and must be returned at the end of the visit, resignation, or termination of employment.

- Retirement Identity (ID) cards are available to NASA retirees (See Page 2).

- To meet National Aeronatautics and Space Administration (NASA) Procedural Requirements (NPR) outlined in NPR 1600.1 NASA Security Program Procedural Requirements, NPR 1600.3 Personnel

Security, and NPR 1600.4 Identity and Credential Management;

- To meet Homeland Security Presidential Directive (HSPD) 12 and its implementing instructions found in

Federal Information Processing Standard Publication 201;

- To control access to NASA Kennedy Space Center (KSC) facil ities, property, personnel, and

Information Technology (IT) resources.

Note 3: NASA employees transferring to or from another

Center shall in and out process through the KSC

Badging Office in order to update IT systems and

IdMAX. They may keep their current badge as long as it is not expired. Their investigation (if current) wil l be accepted at the gaining Center and the completion of new investigative paperwork wil l not be necessary.

Note 5: If the fingerprinting cannot be performed prior to the performance of the identity verification, the employee will be fingerprinted when they receive a badge and the identify verification will be completed at that time. If there are any issues, the individual's supervisor wil l be contacted immediately and the issue will be addressed. The KSC Badging Office wil l issue a Center Specific

Badge or a NASA PIV Badge, as defined in Appendix A.

Note 2: At the time of retirement all NASA retirees must turn in their PIV badge. If the employee is eligible (favorably retired) and desires a Retiree

ID Card, they will be directed to trade in their employee badge as they are processed out on their retirement day, and can receive a Retiree ID Card at that time. They may present at any Center Badging Office during normal working hours, Monday thru Friday, to receive a one day Temporary

Pass. Retirees must continue to meet HSPD-12 requirements by completing an investigation every 10 years.

KSC Retiree ID Cards are not to be used for official business. Access for official business (such as when a retiree accepts employment with a vendor, or represents their own business concern) may be arranged by sponsoring the individual through the normal badging process, just as any other vendor is granted access to KSC for official business.

KSC Retiree ID Cards do not require renewal.

KSC Visitor Badge:

White, green, or pink badge with individual's black and white photo and badge expiration date clearly visible.

Issuance Criteria: Temporary unescorted (white badge), foreign national escorted (green), or escorted (pink badge) access to the Center with no unescorted access to controlled areas or access to IT resources.

Identity Verification Requirements:

Issuance Description: The KSC Visitor Badge is also used for: NASA retiree access (on a daily basis) and "left badge home" or "lost" badge.

Other issuances may be determined by the KSC Badging Office based on unique circumstances.

Center Specific Badge (less than 180 days): Color coded photo identification badges that satisfy the control objectives and meet the security requirements of NASA Procedural Requirements.

Issuance Criteria: An individual must have had a favorable National Crime Information Center (NCIC) completed to be issued these badges.

Issuance Description: Access to KSC only (within or outside the gates), but wil l have no unescorted access to controlled areas or to IT resources. Badges are issued for use by vendors, media, construction, daycare, retirees, tenants, tenant-contractors, carpools, Center activity

(deliveries and on-site services), and emergency response.

Center Specific Badge (more than 179 days): Color coded photo identification badges that satisfy the control objectives and meet the security requirements of HSPD-12.

Issuance Criteria: An individual must have had a favorable NCIC and either an already completed and favorably adjudicated background investigation or an investigation scheduled for completion, to be issued these badges.

NASA PIV Badge (more than 179 days): Color coded photo badges that clearly identify an individual as a NASA, or NASA contractor employee, with a programmable "chip" visible on the front of the badge.

Issuance Criteria: An individual must have had a favorable NCIC and either an already completed and favorably adjudicated background investigation or an investigation scheduled for completion at Office of Personnel Management, to be issued these badges.

Identity Verification Requirements:

Duration: >179 days Fingerprint/NCIC Check?: Yes Investigation Required?: Yes Expiration: 5 years

Issuance Description: Access to all NASA Centers (within or outside the gates), access to NASA IT resources, and access to controlled areas, as needed and upon approval.

Appendix A KSC Badging Types and Criteria for Issuance

Appendix B Description of Badges Issued

KSC Visitor Badge: White, green, or pink temporary badge with black and white photo of the individual. Issued for unescorted or escorted access to general areas of the Center.

Center Specific Badges: Color coded, depending on the category of the bearer, and includes a color photo of the individual.

Accepted at KSC facil ities only. Below are the different types of Center Specific Badges:

Green Center Specific Badge: Issued to a detailee who does not need access to controlled areas or IT resources. This badge, al though the style of other Center Specific Badges, is good at all NASA Centers.

Violet Center Specific Badge: Issued to any intern/student (United States Citizen) who does not need access to either a controlled area or

Government IT resources.

White Center Specific Badge: No NASA Seal and black Shuttle vertical profi le: Issued to the following groups, each as defined by the

Center Chief of Security and Center Director for their Center, who are allowed 7/24/365 access to the

Center, but do not have access to either controlled areas or Government IT resources: Associate, Construction, Daycare, Emergency Response, Tenant, Tenant-Contractor, Vendor.

Black Center Specific Badge:Red initials "CDI" (Center Director Issued): Issued to persons directed to receive it by the Center Director.

Brown Press Badge: Issued to verified US citizens, members of the press who do not have access either to controlled areas or to

Government IT resources at a Center.

Light Blue Press Badge: Issued to certified foreign national members of the press who do not have access to controlled areas or to Government IT resources at a Center. If from a "designated country" it wil l be reflected as such.

NASA PIV Badge: Clearly identifies an individual as a NASA or NASA contractor employee (contractor is identified by a green color band and a "G" on the right side), has a programmable "chip" located on the front, and has a color photo. Provides access to all Centers, to NASA IT resources, and to controlled areas, as designated and approved.

NASA FN PIV Badge: Has a l ight blue border around the picture and a "B" on the right side. International partners wil l have their country's flag in the lower right hand corner.

Appendix C Badge Use, Changes & Actions

Badge Use:

Issued badges and passes shall be properly displayed and worn at all times while bearer is on a NASA Center or Component Facil ity. They shall be worn above the waist on the outermost garment, photo side visible, without the affixing of any device (pins, stickers, etc.).

Individuals shall allow security the abil ity to physically touch their badge during access verifications. Badges shall not be enclosed in a unapproved case and individuals shall remove badges from such devices at the request of security.

Badges are not personal property, they are the property of the United States Government. All personnel are responsible for appropriately safeguarding their badge and shall immediately report the loss or false use of their badge, challenge unbadged personnel, notify the Personnel

Security Support Office of a name change, wear the badge properly while on Center, and surrender the badge upon termination, resignation or retirement, or upon the direction of the issuing authority.

Badged individuals or individuals with a KSC Visitor Badge that require an escort shall be properly escorted by the requesting organization.

Badge Holder:

NASA Headquarters approved a number of badge holders which were Federal Information Processing Standard 201 certified. Since each

Center was responsible for purchasing the badge holders, the Center could select from the Headquarters approved list. KSC selected two of the approved holders, a Skimsafe badge holder which is rigid plastic with an open front design, holds two cards; and the First ID-Defender 2ST

Shielded Badge holder, made with flexible vinyl and holds two badge cards. The First ID-Defender 2ST Shielded Badge has an electromatnetically opaque sleeve designed to protect against any unauthorized contactless access to biometric information stored on the card.

Lost/Stolen/Compromised:

Individuals shall notify the KSC Badging Office immediately if a badge is lost, stolen, or compromised.

Name Changes:

Name changes (marriage, divorce, etc.), wil l require the individual to provide identification and proof of the reason for the name change

(marriage certificate, updated license, updated social security card) to the their badging official who will process the request and update their identity in IdMAX. Name changes for badges for civil service personnel are updated through Human Resources and processed by the NASA

Shared Services Center. The employee will be required to show proper identification with the new name when receiving their new badge.

Retirement/Resignation/Termination/Death:

Badges must be turned in to the KSC Badging Office upon retirement, resignation, termination, or death (by organization).

Employer Changes:

When changing employers, individuals shall turn in their existing badge and "re-enroll" following the steps on page 2. If their background checks are current, the PSSO will instruct them on which forms must be completed.

Badge Removed for Cause:

Individuals that commit an offense that casts doubt on their character or reliabil ity wil l have their badges (or temporary pass) confiscated. Depending upon the nature of the situation, their identity record will be flagged to preclude the issuance of a badge or pass as determined by the NASA Protective Services Office.

Badge Left at Home:

Individuals that have forgotten their badge shall stop at the KSC Badging Office to present proper identification to receive a Temporary Badge for that particular day.
