About this file
This document is a Questions and Answers (Q&A) tracking sheet for VA Solicitation #36C77625R0092, pertaining to the EHRM Project 673-20-107 in Tampa, Florida. The Q&A compilation addresses 210 technical and administrative questions posed by prospective bidders, with corresponding government responses clarifying scope, specifications, and contract requirements.
The project is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a firm fixed-price contract structure. Key contractual terms include a 90-calendar-day price-hold period, no economic price adjustment clauses, and a firm fixed-price designation that obligates offerors to absorb all escalation costs. Award is anticipated within 90 calendar days of proposal receipt, with Notice to Proceed (NTP) expected approximately 90 days after award. The contractor must obtain all federal, state, and local sales and use taxes; the project is not tax-exempt. All personnel working on the VA facility must obtain VA PIV Cards. Major scope includes construction activities across multiple buildings (1, 30, 32, 38, 41, 42, 52, and trailers 74-82), encompassing telecommunications infrastructure, ductbank installation, roofing work, HVAC modifications, plumbing, electrical systems, security systems integration (access control, video surveillance), fire suppression systems, and architectural finishes. Technology divisions include expansion of existing access control (SoftwareHouse C-Cure 9000), video management (American Dynamics), and associated network infrastructure. The general contractor bears responsibility for asbestos and lead abatement, geotechnical investigations, material procurement, scheduling, coordination with existing utilities, and compliance with infection control protocols as an active healthcare facility. The solicitation references multiple amendments, with the most recent addressing wire basket pathways, cable tray requirements, and ductbank innerduct specifications.

No. Question Government Response
1 Due to the instability in our current economy such as price escalations, procurement issues, and vendors unable to reasonably hold prices for more than 30 days, please change the contract type to a fixed-price contract with economic price adjustment pursuant to FAR 16.203.
In accordance with FAR 16.202 and 52.216-1, this requirement will remain a firm-fixed-price contract.
2 Due to the instability in our current economy such as price escalations, procurement issues, and vendors unable to reasonably hold prices for more than 30 days, please reduce the price-hold period to 30 days.
The Government standard concerning price-hold period is 90 calendar days and will not be altered.
3 Will the government pay for materials stored per VAAR 852.232-70 and FAR
52.232-5? We have experienced PCAC Contracting Officers refusal to pay for materials stored on site during these periods of material shortages and the need to expedite procurement of materials when available to meet schedule obligations and prevent project delays. This is an important factor in preparing
Price proposals.
In accordance with contract terms and conditions, Contractors should not submit an offer assuming the Government will approve monthly progress payments for material and/or equipment procured by the Contractor and stored on the construction site, as space is available, or at a local approved location off the site. Payment of stored materials and/or equipment is at the Contracting Officer’s discretion and will be handled on a case-by-case basis during the contract and under such terms and conditions as the
Contracting Officer approves.
4 Please confirm that any designers or consultants who provided professional services for the construction documents, including reports, are precluded from pursuing this project as a Prime contractor, Mentor-Protégé partner, or subcontractor.
Any member of the design team of this project is not permitted to be part of the construction team.
5 Please confirm that this project is a competitive SDVOSB set-aside and that any bonding provided by a contractor must be through a SDVOSB or SBA/VA
APPROVED Mentor-Protégé partnership under the SBA/VA Mentor-Protégé program in which the partnership has been approved prior to the due date.
This project is set aside for SDVOSBs. The bonding requirements must be met for this project per the applicable clauses, provisions, and instructions to offerors.
6 Please confirm that a large business not part of an SBA/VA APPROVED Mentor-
Protégé team under the VA Mentor-Protégé program cannot provide a bid guarantee or a payment & performance bond for a SDVOSB.
This project is set aside for SDVOSBs. The bonding requirements must be met for this project per the applicable clauses, provisions, and instructions to offerors.
7 When visiting the link, I noticed the project was “set aside for Service-Disabled
Veteran Owned Small Business” – does this mean that General Contractors cannot bid the project unless they meet that requirement?
Yes, this project is a 100% set-aside for SDVOSBs. The prime contractor submitting the offer must be certified as such in the SBA VetCert database.
8 Is this project tax exempt? If the project is sales tax exempt will the government/VA provide a sales tax exemption certificate?
No. See Special Note regarding FAR 52.229-3 Federal, State, and Local Taxes in the solicitation. It is solely the responsibility of the offeror to include all state and local sales or use taxes for construction materials, and all other applicable taxes, in their bid or proposal price.
9 Will the Government provide detailed written requirements for contractor badging? Please clarify the process for obtaining PIV badges, including required documentation, background checks, and estimated processing timeframes.
Regardless of affiliation, everyone working within VA facilities or requiring access to VA information systems requires a VA PIV Card. PIV badging requirements can be found at:
https://www.osp.va.gov/How_To_Get_A_VA_ID_Badge.asp
Immediately after the bonds are provided to the Government, the contractor shall immediately start working with the identified COR at the site to commence the VA PIV process for all known contractor personnel that will be working the project. All contractors must have a PIV Card in order to work on site.
10 The solicitation states that subcontractor past performance may be used, provided that at least one submitted project was completed by the prime contractor. If an offeror submits one qualifying project performed by the prime contractor and one qualifying project performed by a subcontractor, will this approach be evaluated less favorably than submissions where both projects were performed by the prime?
Submissions will be evaluated in accordance with the terms of the solicitation.
11 An attachment sheet was provided for past performance experience. Please confirm whether this attachment is also required to be completed for subcontractor past performance projects when such experience is submitted.
Yes, this attachment is required to be completed for subcontractor past performance projects.
12 If subcontractor past performance is utilized, are subcontractors required to submit Past Performance Questionnaires (PPQs) and/or CPARS documentation for their referenced projects?
Yes, subcontractors are required to submit Past Performance Questionaires and/or
CPARS documentation for referenced projects.
13 When submitting subcontractor experience, are subcontractors required to meet the same narrative requirements as the prime contractor, including submission of a project that is at least 75% complete and exceeds $20 million in value?
Yes, the same narrative requirements apply.
14 If an offeror has an EHRM project that is relevant in scope and complexity but does not meet the $20 million threshold, would this project still be considered acceptable or otherwise evaluated as part of the past performance submission?
Based on this question, the VA has revised sections 2.8 and 2.9 of the solicitation. Refer to page 2 of Amendment 0005, issued on 3/31/2016.
SOLICITATION #36C77625R0092 - TECHNICAL QUESTIONS AND VA RESPONSE TRACKING SHEET - PROJECT NAME: EHRM Project 673-20-107 Tampa
15 Will the VA still keep in VAAR 852.232-71 or will VAAR 852.232-70 replace this
Clause?
VAAR 852.232-71 is to be replaced by VAAR 852.232-70. This project will now adhere to
VAAR 852.232-70. See Amendment 0003.
16 The VA’s Master Specification 01 32 16.15, 'Project Schedules' (Small Projects
– Design/Bid/Build), was revised effective December 1, 2025. The updated version is now available on the Technical Information Library (TIL). Will the VA be updating the 01 32 16.15 spec for this project to include this spec instead of the older one?
This Specifications section will be updated and included in Amendment 0004.
17 Spec section 09 65 36.13 - 2.3.A (PDF Page 990), sentence is incomplete. See below as appears in the SPECS:
2.3 ACCESSORIES:
A. Grounding: 1” x 0.004 copper grounding straps. Provide water resistant type adhesive for flooring, base and
Please see the complete sentence for section 09 65 36.13/2.3/A.: A. Grounding: 1” x
0.004 copper grounding straps. Provide water-resistant type adhesive for flooring, base, and wall transitions to ensure continuous electrical grounding. Secure straps at manufacturer-recommended intervals, maintaining tight contact with conductive surfaces, and terminate at approved grounding points per electrical code requirements.
18 Specification 01 00 00.1.30.A requires the GC to access & pay for “Tririga” management software for this project. Will Procore be an option in lieu of
“Tririga”?
Procore is ok.
19 Is the security systems scope going through the GC only? Yes
20 Do you know what existing access control and CCTV are in place? Not right now.
21 How soon after award is NTP expected to be issued? The Government anticipates issuance within 90 calendar days after award.
22 Will the VA allow deviations to Buy American Act if the noted products are not available?
The process of requesting exceptions to the Buy American Act is detailed in the provision at FAR 52.225-12, Notice of Buy American Requirement—Construction Materials Under
Trade Agreements, and the clause at FAR 52.225-11 Buy American—Construction
Materials under Trade Agreements, in the solicitation. Any items not compliant must be specifically listed in the offer.
23 Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive
Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
This will be awarded as a Firm Fixed Price (FFP) contract and all escalation should be factored in your FFP. Additionally, FAR 52.216-4 “Economic Price Adjustment – Labor and
Material” is not included in the solicitation and will not be added
24 Does the FR plywood in the TRs extend to ceiling or stop at 8’-0”? No ceilings are provided in the new TRs. In accordance with Detail AE601, install a standard 8'-0" sheet of plywood with the bottom of the panel at 12" AFF. The plywood panel is not required to extend to the structure/deck above.
25 Can you please provide any available asbestos inspection reports? The asbestos and lead paint survey is in section 02 82 11.1 of the project manual
26 Will asbestos abatement training be required? See section 02 82 13.19 for asbestos abatement requirements in this contract
27 Can you please provide the sign-in sheets? These are available on SAM.gov
28 Will there possibly be another site visit scheduled in the future? No other site visits will be conducted.
29 Is switchgear included within the scope of work for this project? No. Refer to Electrical drawings.
30 Will upgrades to the air conditioning system be required for this project? Review mechanical drawings for all required HVAC work under the scope of this project.
31 Sheet 01-AE404b states “ Remove Existing Roof Membrane as Required” & section 07 54 23.1.10 states “warranty period 15 years”. Is there a warranty on the roof in question, if so, who is it with? There could be a problem with the different contractors on the same small roof. A possible solution would be to reroof the entire section since it is so small if there is an existing warranty.
Concur with the GC: the smaller roof area should be fully reroofed. The remaining areas shall be patched in a manner that does not void the existing roof warranty. The VA
Station shall confirm the warranty in place for its roofing system.
32 Section 01 00 00.1.11.C states soil report available upon request. Please provide a copy for our use.
The specification section has been revised to clarify that the VA Station, upon request, will provide a copy of the soil report for the building addition only under the scope of this project. Answer updated in Amendment 0006: See attached Calculations based on geo report_Sealed.
33 Pages GI-005, GI-007, and AE501 show details for applied fire proofing repair, as does specification section 07 81 00. During the jobwalk, we were unable to visit all proposed TR/TE locations. Please clarify which existing locations have applied fireproofing so GCs can properly estimate the extent of repairs to existing applied fireproofing.
The General Contractor (GC) shall patch and repair all fireproofed areas damaged as a result of the GC’s construction activities. Where indicated in the Contract Documents, fireproofing shall be restored in accordance with UL Design N759.
34 CS101 red line denotes a new ductbank. The legend references to detail 000 on page TN401 for additional information for ductbank. This page appears to be missing. Moreover, the detail for ductbank appears to be missing as well.
Please provide ductbank details including all applicable specs like ductbank conduit specs, ductbank conduit elbow specs, ductbank concrete specs, and ductbank rebar specs.
Ductbank specifications, details, manholes, and handholes are technology items and should be located on their common details pages. Additional details will be provided in an upcoming Addendum 1 (Sheet 0-TN505).
35 0-TN502 detail H15 shows a generic exterior hand hole whereas ductbank profile shows numerous handholes to be traffic rated (e.g. CU201). Moreover, numerous handholes appear to be very deep (for example, H11 on CU201 is shown 11’ deep and HH43 on CU202 as 11’ deep). We are concerned about the structural integrity of multiple stacked extensions/boxes to attain the required depth. Please specify a handhole to achieve the required depths.
Conduits at 11’ deep should be swept up into the base of the handhole. The size of the handhole should be based on NEC requirements. Refer to the manufacturer for handhole stacking requirements and traffic rating.
36 Please confirm that the Telecommunications Manhole shown on detail A15 on
0-TN502 is the same as JB structure (no legend) shown on page CS103 (JB structures number 31, 32, 33, and 37 next to Building 1).
Confirmed, JB structures (Junction boxes or manholes) are defined by detail A15 on 0-
TN502. See Addendum 1.
37 Many keynotes on CD101 state to remove (an item) and restore it to its existing condition. However, keynote 10 states to remove existing ramps and stairs and to restore to ex condition while adding “in coordination with architectural design”. Please clarify if existing walkways, ramps, and stairs denoted by keynote 10 will remain in the same configuration as existing or if the configuration has to be modified.
GC to provide "in-kind replacement" Existing walkway, ramps, and stairs once removed and the trench/duct work is complete will need to be restored to their original configuration
38 CD101 keynote 11A states to relocate the existing telecom line as needed.
Please clarify what is expected by this scope (e.g., campus shutdown, repulling feeders, pulling fiber, etc.).
Base bid to include investigation to verify installation approach of the new UG telecom conduits / need to relocate existing UG electrical feeder, and include investigation and coordination with COR of any outages necessary. The contractor will conduct test pits to confirm the site conditions. Include allowance for re-route of UG feeder, with assumptions of (3) 4" conduits each with a mix of high-pair copper and fiber.
39 CD102 keynote 11B states to intercept and relocate existing underground feeder. Please clarify what is expected by this scope (demolition of existing concrete encased conduit, distance of feeders to be pulled, service shutdown to which buildings, etc.)
Base bid to include investigation to verify installation approach of the new UG telecom conduits / need to relocate existing UG electrical feeder, and include investigation and coordination with COR of any outages necessary. Include allowance for re-route of UG electrical feeder, with assumptions of (2) 4" conduits in concrete encased duct bank, each with a 100A medium voltage feeder, 50 feet length.
40 CD101 keynote 11D states to stabilize the existing power pole and reinstall/relocate the guy wire as needed. As per our conversation with the
TECO Energy construction customer service rep, there is no work order for this project, and, as such, TECO does not have an engineer assigned, and the scope associated with this project cannot be identified. Please clarify what scope to assume and any applicable fees (which are unknown at this point) to be included or specify an allowance for all GCs to include.
The total direct cost of this Allowance is $15,000 (also see updated Price Schedule in
Amendment 0006). The contractor is responsible for coordinating with the local utility.
The assumed scope is the existing utility pole will be protected during construction and will remain. The identified guy wire is assumed to be removed for construction of the duct, and restored as directed by the local utility company.
41 CD101 keynote 12A (same location as question above) states to NOT disturb the pole or the guy wire. This appears to be in conflict with keynote 11D.
Please clarify.
Keynote conflict acknowledged. The pole labelled with 12A is to be protected, along with its associated guy wires. With the exception of the guy wire identified as keynote 11D, which is believed to be impacted during construction of the duct. (Sheet CD101)
42 Please clarify if SWPPP and subsequent periodic and rain-event inspections will be required on this project.
Contractor shall comply with General Requirements specifications, which states NPDES permitting is required for the project, and contractor shall obtain applicable permits. It is of note, if the contractor determines it is feasible to backfill within 24hrs, Florida does offer exceptions to the NPDES requirements as stated: Excavation or dredging of temporary trenches to install utilities such as communication cables, water lines, and electrical lines are exempt from NPDES permitting provided:
1. Material is not deposited within wetlands or other surface waters other than that needed to backfill the trench to restore ground to pre-work grades;
2. Backfilling is performed to restore pre-work grades within 24 hours of disturbance; and
3. Work is conducted in compliance with subsection 62-330.050(9), F.A.C.
43 CD101 does not mention anything about replacing the existing detector loops for the existing gate located at the VA campus entrance on E131st and N27th.
Please confirm that existing detector loops need to be replaced as needed to install the new ductbank.
Agree with bidder comment. Include the replacement of existing detector loop if GC cannot reasonably protect and/or salvage the existing system for re-use on the project.
44 CD101 keynote 2A states to maintain ADA compliance when reworking the ADA ramp located on the NEC of E131st and N27th intersection considering that this ramp potentially serves the adjacent bus station and the VA and the new ductbank will cut through the entire width of the E131st Ave.
To clarify keynote 2A; these ramps may be shut down for construction. These ramps when rebuilt, shall be built to ADA compliant construction standards (thus maintaining their current compliance when rebuilt). Be advised, this does not omit the contractor's responsibility to provide their own phasing plan, and communicate with the VA any closures of vehicular or pedestrian access to the site.
45 CD101 keynote 2A states to maintain ADA compliance when reworking the existing ramp to building 38. Please clarify if this ramp can be shut down (e.g.
there’s alternative entry to Building 38 for ADA or clarify how to maintain ADA access considering the scope of this project and the adjacent hill.
46 CS502 detail 1 is a typical MUTCD traffic control detail. However, this detail is for “typical application 6,” which is “shoulder work with minor encroachment”.

91 Due to the limited access to the project site and the fact that this is an active
VA facility with regular patient traffic through the hallway leading to the courtyard, we have safety and logistical concerns regarding material delivery.
Specifically, please confirm whether all materials (including 20-foot steel members) are required to be craned over the existing building into the courtyard area. Given the patient activity and restricted corridor access. Please advise on the approved method for material delivery/disposal and any facility restrictions we must comply with.
Delivery method: Any lift over an occupied VA building is considered a Critical Lift due to
VA Safety Requirements and the Corridor/Egress Restrictions, as this is an active healthcare facility with patient traffic. Mandatory Infection Control Risk Assessment
(ICRA) protocols apply, such as after hours. The question appears to be ambiguous and relates to the contractor’s means and methods of construction, coordination, including collaboration between the General Contractor and subcontractors. VA can assist with the selected coordination.
92 The plans seem to be missing window elevations, and there are multiple locations that call for window film. Receiving information about the height of the window would be wonderful as the width is currently possible to measure.
GC to field verify existing conditions.
93 In the rack face drawings for division 27 we have noticed that the wall mount
Telecom cabinet drawings call out the modular patch panel as 2RU however in the drawing it is only depicted as 1RU. Is 2RU the correct size or is it 1RU?
Patch panels in the TE's will need to be flat 2RU patch panels
94 It appears that some of the new closets are missing room numbers on the drawings. Example would be Pages TN309 and TN311 There is no room number associated with the rack face elevation. What closets do these drawings represent?
TN309 refers to a new TR on sheet 01-TN102F. TN311 refers to a new TR on sheet 01-
TN103F. This is a new bed tower and room number s ahve not been assigned
95 We have noticed on the fiber riser diagram drawing that there are several buildings not depicted in the diagram Example we are building out closet TR001 in building 1 but the riser diagram does not show connectivity to that closet.
Another example is building 32 TR-048D, we are being asked to build out but no fiber is listed for that closet on the riser diagram. Are we to assume they do not need fiber to the closets?
Every TR or TE wll be connected with a new fiber. Building 1 does not have a TR0001. TR
GE-004 was left off of the riser. The two new TR's in the 2-story tower are listed on the riser as TR-1-1-F and TR-1-2-f. In building 32 the (2) TR's are 48D-32 and 147-32. 024 is listed on the riser and is a mistake
96 Are there existing pathways from building 1 passing through building 32 to feed to building 38? We do not see duct banks, cable tray or conduits feeding through and want to make sure we can pass through those spaces as needed.
Route fiber from B32 2nd floor into B38 interstial space. Route fiber up/down to TR's
97 Are there existing pathways that can be utilized to get fiber into Trailers 74 and
75? If so, what is the pathway?
Route fiber under trailers
98 Building 36 does it have an existing pathway back to building 1? Route from basement of building 2
99 Building 56 does it have an existing pathway back to building 1? Route A-leg from B-39 and B-Leg from B-32
100 UPSs – Please confirm whether the EC should include separate branch circuits for each UPS side (PS1 / PS2) per 0-E003’s depiction, and whether these are to be from separate panels/sources (A and B) to meet VA redundancy criteria.
PS1 and PS2 are power supplies and not UPS's.
101 Spec 27 10 00 explicitly states that the 100% construction drawing set shall include detailed structured cabling information, including full interconnection diagrams, port maps, and label matrices. Will this be issued as part of the construction documents before the bid due date?
The drawings serve as the port maps. Each TR/TE ahs acopper connectivity diagram and 0-
TN601 is theriser diagram for fiber. Labeling is to be coordinated with OIT and to be provided as part of the record drawaings
102 Outage / Phasing Requirements for Cutovers - Please provide Standard allowable outage windows (e.g., “after 6pm weekdays,” “weekends only,” “no outages during clinics,” etc.), and whether certain buildings/areas are more restrictive.
In federal contracting, a 21-day advance coordination requirement with the Contracting
Officer Representative (COR) is a contractual notice provision that gives the government sufficient time to review, approve, or raise concerns before a significant action occurs.
103 Telecom Trailers - Several trailer plans repeat very similar details and keynotes, but it is not fully clear whether each trailer is a complete electrical fit-out or only telecom/TR upgrades within an existing trailer. Please Identify any systems in each trailer that are existing to remain and not in scope, so we can exclude replacement of devices not clearly tagged.
In some cases one trailer is fed by the TE in the next trailer. All horizontal cabling between th two trailers is to be replaced
104 Several details call for 24 GA Prefin One Piece Alum Coping – example detail
G14/01-AE601. 24 GA implies steel. Specifications talk about aluminum. Can you clarify the type of metal wanted for the coping caps and the gauge?
Detail G14/01-AE601 specifically calls out 24 Gauge Alum.

106 Will the roofing subcontractor be able to utilize equipment and access by GC or will we need to provide our own? Our scope is fairly small in comparison.
The question appears to be ambiguous and relates to the contractor’s means and methods of construction, including coordination between the General Contractor and its subcontractors for providing the equipment, labor, and resources necessary to complete the work. Such matters fall under the contractor’s responsibility for construction execution and coordination.
107 After reviewing the drawings – it looks like the only buildings that will have roof related work are Buildings 1, 30, 32, and 41. If I missed something, can you please direct me to what drawing?
The General Contractor is responsible for reviewing the contract documents in their entirety and for determining the full scope and extent of the work described therein.
108 When is the roof work scheduled to start (anticipated)? The General Contractor (GC) is responsible for preparing and maintaining the project construction schedule, including all phasing and sequencing of construction activities.

While we do not anticipate any pavers on the existing roofs, if encoutnered they should be replaced in accordance with that specification section.
113 In Spec 07 60 00 – will the VA want stainless steel or copper flashings at roof curbs?
The General Contractor is instructed to match the existing roofing material and finish on all areas adjacent to the new roof work to ensure visual and functional continuity. Any deviations from the existing material or finish must be reviewed and approved by the VA prior to installation.
114 Spec 07 72 00 – Roof Accessories – talk about roof hatches, supports metal grating walkway system etc. I did not see these indicated in the drawings.
Nothing was drawn on the roof drawings. Please clarify where these are located so I can estimated accurately.
We do not anticipate that all roof accessoires listed in that Specifications Section are to be used on the project, if they are not shown on the roof plans.
115 For Terminal air box w/ reheat coil, they mention on the prints to see schedule, but I was not able to find any schedule regarding this item and there are several of those which I will not be able to price them correctly without all information. Please check if they can provide the correct schedule.
Disregard note to refer to schedule. Project only relocates existing boxes.
116 On the specs they mention smoke dampers, fire dampers and none of those are in the 80% of the prints that I have done. There is only 1 fire damper so far, therefore, I don't know if I am missing something or if I should look for those items in other prints rather than the mechanicals.
Dampers required would be indicated on the mechanical drawings.
117 Is there any spec for the Humidistat, floor water Sensors? Section 23 09 23 - Direct Digital Control System for HVAC is the specs for the Humidistat and floor water sensors.
