About this file
This document is an NFPA 110 Operational Test Report template for the Beltsville Agricultural Research Center (BARC) Emergency Power Supply System (EPSS) Maintenance and Repair IDIQ contract with USDA-ARS in Beltsville, Maryland. The report serves as an exhibit for documenting monthly operational testing and maintenance verification of generator sets, automatic transfer switches (ATS), and manual transfer switches (MTS) to ensure compliance with NFPA 110 standards.
The template captures critical operational parameters during a cold-start test cycle including: running time meter readings, time delays for start and transfer operations, cranking time, AC voltage/frequency/amperage readings, oil pressure, battery charging rates, and water/air temperatures at initial startup, 15-minute intervals, and prior to re-transfer. The test requires a minimum 30-minute runtime under operating temperature conditions or at least 30% of the generator's nameplate rating load. Key acceptance criteria include: 1-second minimum time delay on initial start, 10-second maximum for Type 10 EPSS transfer, 5-minute minimum time delay on re-transfer and shutdown, and battery specific gravity readings between 1.250-1.275 for all cells. The report includes sections for operator verification of maintenance schedule completion, general unit condition assessment, and documentation of any unsatisfactory conditions requiring additional testing or repairs to achieve NFPA 110 compliance.

Comments on Unsatisfactory Conditions and Actions Taken
Test Results: NFPA 110 requires that generator sets in Level 1 or Level 2 service shall be exercised at least once monthly, for a minimum of 30 minutes under operating temperature conditions or at not less than 30% of the nameplate rating. We o were o were not able to "cold start" the unit and operate it for at least 30 minutes. We o were o were not able to achieve the 30% minimum load requirement during this test with available loads. The transfer switch(es) o were o were not electrically operated from the normal/standard position to the alternate position and then returned to to the normal/standard positon. Additional testing and/or repairs may be necessary to ensure compliance with NFPA 110.
