About this opportunity

The Department of Agriculture Agricultural Research Service seeks maintenance, repair, and testing services for emergency power supply systems at the Beltsville Agricultural Research Center, with quotations due May 8, 2026 at 2:00 PM PT. The procurement is a Total Small Business Set-Aside (size standard $47 million) issued as a Request for Quotation (RFQ) under solicitation number 1232SA26Q0395. NAICS code is 561210 (Facilities Support Services); PSC is J061.

Place of performance is Calverton, Maryland (Beltsville Agricultural Research Center). The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) with a one-year base period (May 1, 2026 through April 30, 2027) plus four optional one-year periods through April 30, 2031.

Part 1 requires scheduled preventive maintenance, inspections, and load bank testing of 80 generators, automatic transfer switches (ATS), and manual transfer switches (MTS) across the BARC campus in compliance with NFPA 110 and UFC 3-540-07 standards. Part 2 provides task-order-based unscheduled repair services with standardized pricing for common repairs on the most prevalent 125 kW systems and fully burdened labor rates for other generator sizes. Contractors must mobilize repair work within three days of task order approval. Initial EPSS inventory and inspection must be completed within 60 days of award; comprehensive maintenance schedule within 30 days. All work is performed during normal business hours (7:30 a.m. to 4:00 p.m. Monday–Friday) unless advance written approval is obtained.

Contractor qualifications require 10 years of commercial experience as a contracting company and 7 years performing similar EPSS maintenance. Quotations must include firm fixed price on SF-1449, pricing schedule (Attachment 4), two to three past performance references from similar-scope projects within the last three years, SAM.gov Unique Entity ID, and capability statement demonstrating technical capacity to meet all Performance Work Statement elements. Evaluation uses best-value criteria: technical approach and past performance combined are slightly more important than price. Service Contract Act wage rates apply; prevailing wages vary by occupation and location (Maryland, Virginia, District of Columbia). Questions deadline was April 27, 2026; the original May 4 quotation deadline was extended to May 8, 2026 via Amendment 1, which also posted Questions and Answers and amended the PWS and bid schedule.
