About this opportunity

The Department of Agriculture Agricultural Research Service seeks a generator and emergency power supply system (EPSS) maintenance contractor on an IDIQ basis, with quotations due September 21, 2026 at 2:00 PM PT. This is a Total Small Business Set-Aside with no competition outside that pool. The procurement is posted under NAICS 561210, Facilities Support Services, with a $47 million small business size standard.

Place of performance is Calverton, Maryland (Beltsville Agricultural Research Center). The contract covers one year of performance from September 28, 2026 through September 27, 2027, with an indefinite-quantity structure: the government ordering authority ranges from a $200 minimum to a $1 million maximum, with a $1 million ceiling price. Part 1 comprises scheduled preventive maintenance on 80 generators, automatic transfer switches, and manual transfer switches under a firm fixed price. Part 2 comprises task-order-based unscheduled repairs on 125 KW systems (fully burdened labor and materials) and non-125 KW systems (hourly labor rates plus overhead and profit), not to exceed $350,000 on time-and-materials repairs.

Minimum contractor qualifications include 10 years as a contracting company and 7 years performing similar generator maintenance on comparable-size contracts, with qualified project management personnel possessing 10 years of relevant EPSS experience. All work is subject to NFPA 110 and UFC 3-540-07 standards. Contractors must hold a contractor-level security clearance. The contract requires task order responses within 15 calendar days and repair mobilization within 3 days of task order approval. Work occurs during normal business hours (7:30 a.m. to 4:00 p.m., Monday–Friday).

Vendors must submit an SF-1449 with specified blocks completed, a price schedule, past performance references (two to three projects within the last three years as prime contractor on similar or larger contracts), SAM.gov Unique Entity ID, and technical documentation demonstrating capability to meet all Performance Work Statement requirements. A site visit is scheduled for September 16, 2026 at 9:00 AM ET at the BARC Facilities Office. Questions are directed to Elizabeth Calhoun at Elizabeth.Calhoun@usda.gov. Award is anticipated in fall 2026.
