About this file
This document is an NFPA 110 Operational Test Report form for the Beltsville Agricultural Research Center (BARC) Emergency Power Supply System (EPSS) Maintenance and Repair IDIQ contract with USDA-ARS in Beltsville, Maryland. The report is a standardized template used to document monthly operational testing and maintenance of generator sets, automatic transfer switches (ATS), and manual transfer switches (MTS) to ensure compliance with NFPA 110 standards for Level 1 and Level 2 emergency power systems.
The form requires technicians to record specific operational parameters during a cold start test, including time delays on start and re-transfer, cranking time, AC voltage and frequency measurements, amperage readings, oil pressure, battery charging rates, and water or air temperature at multiple intervals during at least 30 minutes of operation under load. Key testing requirements include achieving a minimum 30% of nameplate load rating, verifying transfer switch operation from normal to alternate position and back, ensuring one-second minimum start time delay and five-minute minimum re-transfer and shutdown time delays, and recording the running time meter before and after testing. The form includes checkboxes for documenting whether cold start capability was achieved, minimum load requirements were met, and transfer switches operated electrically as required. Technicians must document maintenance completion, battery specific gravity testing, general equipment condition assessment, and any unsatisfactory conditions or corrective actions taken.

Comments on Unsatisfactory Conditions and Actions Taken
Test Results: NFPA 110 requires that generator sets in Level 1 or Level 2 service shall be exercised at least once monthly, for a minimum of 30 minutes under operating temperature conditions or at not less than 30% of the nameplate rating. We o were o were not able to "cold start" the unit and operate it for at least 30 minutes. We o were o were not able to achieve the 30% minimum load requirement during this test with available loads. The transfer switch(es) o were o were not electrically operated from the normal/standard position to the alternate position and then returned to to the normal/standard positon. Additional testing and/or repairs may be necessary to ensure compliance with NFPA 110.
