About this file

This document is an NFPA 110 Operational Test Report template for the Beltsville Agricultural Research Center (BARC) Emergency Power Supply System (EPSS) Maintenance and Repair Indefinite Delivery Indefinite Quantity (IDIQ) contract with USDA-ARS in Beltsville, Maryland. The form serves as an exhibit for documenting compliance testing of generator sets, automatic transfer switches (ATS), and manual transfer switches (MTS) at the facility.

The report requires technicians to perform and document a comprehensive monthly operational test that includes: maintenance verification with battery specific gravity testing, running time meter readings, cold start simulation with time delay measurement, engine cranking time recording, load transfer to the generator with transfer delay documentation, AC voltage/frequency/amperage measurements, oil pressure and battery charging rate monitoring at initial startup and after 15 minutes of operation, minimum 30-minute operation under load, re-transfer to normal power with associated time delay measurements, shutdown time delay recording, and transition to automatic operation mode. The test must demonstrate compliance with NFPA 110 Level 1 or Level 2 service requirements, which mandate monthly exercise of generator sets for a minimum of 30 minutes under operating temperature conditions or at not less than 30 percent of nameplate rating. The form includes checkboxes for recording whether cold start capability, minimum load achievement, and transfer switch electrical operation were successfully completed, with space for documenting any unsatisfactory conditions and corrective actions taken. A technician signature and operator initials are required to certify test completion.

Comments on Unsatisfactory Conditions and Actions Taken

Test Results: NFPA 110 requires that generator sets in Level 1 or Level 2 service shall be exercised at least once monthly, for a minimum of 30 minutes under operating temperature conditions or at not less than 30% of the nameplate rating. We o were o were not able to "cold start" the unit and operate it for at least 30 minutes. We o were o were not able to achieve the 30% minimum load requirement during this test with available loads. The transfer switch(es) o were o were not electrically operated from the normal/standard position to the alternate position and then returned to to the normal/standard positon. Additional testing and/or repairs may be necessary to ensure compliance with NFPA 110.
