This is a Performance Work Statement (PWS) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide maintenance and repair services for emergency power supply systems (EPSS) at the Beltsville Agricultural Research Center (BARC) in Maryland.

The contract comprises two parts: Part 1 requires scheduled preventive maintenance, testing, and reporting for 80 generators and associated automatic transfer switches (ATS) and manual transfer switches (MTS) across BARC's campus, while Part 2 provides task order-based unscheduled repair and maintenance services. Under Part 1, the contractor must develop a comprehensive NFPA 110-compliant maintenance schedule, conduct initial inventories and inspections within 60 days of award, and perform quarterly, biannual, and annual inspections and preventive maintenance with load bank testing. All work must adhere to NFPA 110: Standard for Emergency and Standby Power Systems and UFC 3-540-07 Operation and Maintenance guidance. The contractor must submit monthly progress reports and quarterly EPSS reports within 10 days of each quarter end, with deliverables in hardcopy and electronic formats using layperson language. Part 2 establishes standardized pricing for common unscheduled repairs such as battery replacement, fuel pump repair, water pump repair, and controller module replacement on the most prevalent 125 KW systems, with additional labor rates provided for other generator sizes. Contractors must mobilize repair work within 3 days of task order approval. The base contract covers one year with four optional renewal years available. Minimum contractor qualifications include 10 years of experience as a contracting company and 7 years performing similar EPSS management and maintenance. All work must be performed during normal business hours (7:30 a.m. to 4:00 p.m., Monday-Friday) unless advance written approval is obtained, and the contractor is responsible for all labor, materials, equipment, disposal of waste, and travel expenses.
