About this agency
The Department of the Interior National Park Service Intermountain Region is a civilian sub-agency within the Department of the Interior that procures and funds operational support, maintenance, concessions management, and resource-stewardship work across national parks and recreation areas in the intermountain west.
The Intermountain Region transacts heavily through contracts, with 26,588 total federal contract awards spanning 2001 to the present and combined potential value of $2.99 billion, of which $2.01 billion has been obligated. Contract activity has declined materially over the last five years: 1,116 awards in 2022, 1,095 in 2023, 881 in 2024, 595 in 2025, and 391 year-to-date in 2026. Contract competition is highly fragmented, with the top five primes by award count (Countertrade Products Inc., Ritecon Inc., OK2 Construction LLC, Acierto LLC, and Olin Winchester LLC) holding only 11 percent of recent awards. By potential value, concentration is even more dispersed: the top five by combined value hold just 3 percent of recent potential value, and potential values across the top-five window are modest—Northern Management Services Inc. leads at $18 million combined potential value across 30 awards. The 6,935 distinct prime contractors awarded reflects the agency's reliance on small, localized service providers. Set-aside usage is minimal: 62 percent of awards carry no set-aside designation; total small business awards (including all flavors) represent 34 percent of volume, with 8(a) sole source at 1 percent, competitive 8(a) at 1 percent, and HUBZone, service-disabled veteran-owned, woman-owned, and other specializations each under 1 percent.
The region also funds grant activity, with 2,631 total grants obligating $250.5 million in federal dollars (combined federal and non-federal total of $311.8 million) since 2012. Grant activity has contracted sharply: 330 awards in 2022, 320 in 2023, 306 in 2024, 13 in 2025, and 2 year-to-date in 2026. The top five recipients by award count (American Conservation Experience, Conservation Legacy, The Student Conservation Association Inc., The Great Basin Institute, and Utah State University) hold 40 percent of recent awards; by federal dollars, the top five hold 12 percent—indicating modest award sizes and a fragmented recipient base of 382 entities. Grants are predominantly Cooperative Agreements (90 percent of awards) with a small share of Project Grants (10 percent).
Current contract opportunities reflect the region's operational focus: concessions solicitations for kayak rental services at Glacier Bay (due December 28, 2026, CC-GLBA035-27) and guided water tours, food and beverage, and retail at Lake Mead (due January 21, 2027, LAKE004-27); maintenance and repair work including fire suppression system inspections at Grand Teton (Total Small Business set-aside, due date passed), HVAC maintenance at Rock Creek Park (Total Small Business, due September 21, 2026), and pest control at Bighorn Canyon (Total Small Business, due September 16, 2026); and capital equipment such as generators, wastewater treatment equipment, and water system improvements. Recent grant opportunities are not represented in the digest.
