About this opportunity

The Department of the Interior National Park Service Intermountain Region seeks herbicide treatment services covering 582 acres across Big Thicket National Preserve in Texas, with quotes due July 20, 2026 and questions accepted through July 17. The procurement is a 100% total small business set-aside under NAICS 561730, Landscaping Services, with a size standard of $9.5 million.

Place of performance includes two subparts: Subpart 1 (374.3 acres) at the Big Sandy Creek Unit near Dallardsville, Texas, and Subpart 2 (207.7 acres) split between Big Sandy Creek Sites (118.4 acres) and Turkey Creek Sites (89.3 acres) near Warren, Texas. Contractor personnel must hold a current Texas state pesticide applicator's license, and the site supervisor must provide a copy of the license to the Contracting Officer's Representative before commencing work.

The contractor must perform Individual Plant Treatment using backpack sprayers on target plants (Yaupon holly, Beautyberry, Sweetgum, Wax myrtle, and related species) up to 6 feet tall. Approved herbicides consist only of triclopyr (3A or 4 formulation) mixed with surfactants and spray dye at minimum 2.22% active ingredient concentration. Treatment must achieve greater than 90% reduction in target species cover within 6 weeks of completion. Applications cannot occur during sustained wind speeds exceeding 10 mph or when weather forecasts indicate 50% or greater probability of rain within 4 hours. The contractor must provide at least 5 business days' notice before treating Turkey Creek sites and at least 24 hours' notice for Big Sandy Creek sites; Turkey Creek treatment is restricted to weekdays. Performance runs from August 1 through September 18, 2026. Award is anticipated within 5 days of receiving offers. Evaluation is based on price (lowest price meeting minimum requirements) and prior herbicide application experience, with quotes evaluated in groups of three starting with the lowest-priced offers. All quoters must be registered in SAM as active small businesses at submission, award, and throughout contract performance. Service Contract Act prevailing wage rates apply to Texas counties including Angelina, Jasper, and Polk. An 80% invoice payment is accepted following treatment, with the final 20% released after the 6-week evaluation period.
