About this opportunity

The National Park Service Intermountain Region seeks annual fire suppression system and fire panel inspections at Grand Teton National Park (GRTE), with quotations due September 24, 2026 at 12:00 PM Mountain Daylight Time. Amendment 1 extended the original deadline from September 23 at 5:00 PM and revised the Statement of Work and supporting schedules. The procurement is a total small business set-aside and will be awarded as a firm-fixed-price commercial contract under FAR Part 12 to the lowest priced offer meeting technical specifications.

Place of performance is Moose, Wyoming, within a 40-mile radius of park headquarters. The scope encompasses inspection and testing of 21 fire alarm control panels across 19 physical locations, wet and dry sprinkler systems, standpipes, fire department connections, water flow and supervisory switches, and fire pumps serving 67 buildings and structures across four park districts. The base contract year runs September 1, 2026 through August 31, 2027, with four one-year option periods extending through August 31, 2031. Base year inspections must be completed within 14 consecutive business days; option year inspections within 5 consecutive business days.

Work must comply with NFPA 72 and NFPA 25 standards. The contractor must be a licensed alarm company with qualified, certified personnel. Unscheduled maintenance is capped at $10,000 annually in materials and $15,000 in labor (electrician 28 hours, plumber 20 hours, general laborer 80 hours), with emergency response labor billed at 1.5 times the approved hourly rate. The base year includes five-year internal inspections; option years include annual inspections only unless modified. The contractor must respond to repair requests within 72 hours and provide NFPA-compliant reports with test data and backflow certifications.

All offerors must be registered as active small businesses in SAM with NAICS code 541990 at quotation submission, award, and throughout contract performance. Quotations must include a completed price schedule with separate pricing for base and option years, signed SF 1449, certifications and provisions, technical qualifications demonstrating three similar prior projects completed within the past five years, and contractor core data. Service Contract Labor Standards apply; Wyoming wage determination 2015-5409, Revision 30, establishes minimum hourly rates. Award evaluation weighs price against technical qualifications and prior experience. NAICS is 541990; PSC is H342.
