About this opportunity
The National Park Service Intermountain Region seeks pest control services for Bighorn Canyon National Recreation Area, with proposals due September 9, 2026 at 1:00 PM Mountain Daylight Time. This is a Total Small Business Set Aside under NAICS 561710 with a $17.5 million size standard.
Place of performance spans two districts: Fort Smith, Montana (40,200 square feet across an administration building, maintenance shop, 14 housing units, and a marina) and Lovell, Wyoming (8,800 square feet including one housing unit, resource management shop, ranger station, and marina), totaling approximately 49,000 square feet across 21 buildings. The contract is firm fixed-price with a base period from award through August 31, 2027, plus four one-year option periods and an additional six-month option period.
Contractors must be licensed pest control operators and may utilize qualified, licensed subcontractors. Montana requires a commercial pesticide applicator license for individuals and an operator license for those applying under a licensed applicator; Wyoming credentials individuals at the state level only. Service requirements include two treatment cycles annually—spring (May/June) and fall (September/October)—with exterior rodent bait stations and interior and exterior treatment targeting spiders, box elder bugs, and general insects. Housing units require a minimum 14-day notice to residents before scheduled treatment. All pesticide applications must comply with product labels and applicable federal, state, and local regulations.
Contractors must maintain general liability insurance of $100,000 per person/$500,000 per occurrence/$100,000 property damage with pesticide pollution coverage. Service Contract Act wage determinations apply to both Montana and Wyoming locations. Quotations must be submitted in PDF format, valid for 180 days, and include a technical narrative demonstrating specification compliance, three similar projects completed within the past three years, a completed price schedule with individual building costs, and contractor core data. Award will be made on best value considering price, technical capability, and prior experience. Scheduled site visits occur September 9 in Fort Smith and September 10 in Lovell, with attendance confirmation due by September 8. Amendment 0003, effective September 9, removes rodenticide treatment from the scope.
