About this opportunity

The Department of the Interior National Park Service Intermountain Region is soliciting quotations for inspection, cleaning, and minor repair of potable water reservoirs at Dinosaur National Monument, with quotes due August 11, 2026. This is a 100% small business set-aside.

Performance occurs at seven concrete water storage tank sites across Dinosaur National Monument in Utah and Colorado: Quarry Visitor Center, Split Mountain Campground, Green River Campground, Echo Park Campground, Delridge Campground, Headquarters, and Gates of Lodore. Meeting locations are 11625 E 1500 S, Jensen, Utah 84035 for Utah-side tanks and 4545 Highway 40, Dinosaur, Colorado 81610 for Colorado-side tanks. Work runs September 1 through November 30, 2026 (approximately 90 calendar days).

The scope requires comprehensive underwater inspection and cleaning using commercial dive teams certified to ANSI/ACDE 01-1993 minimum and compliant with OSHA confined space entry regulations. Dive teams must consist of at least three personnel (five if two divers are submerged simultaneously). Cleaning includes vigorous brushing and vacuum/water suction removal of sediment with discharge limited to 200 gallons per minute and de-chlorination treatment. All diver equipment must be disinfected per AWWA Standard C652-02. Deliverables include helmet-mounted video documentation with live narration, comprehensive written inspection reports with high-resolution photographs and schematics, cleaning logs, and final summary reports. Minor repairs identified during inspection may be performed as a government-directed change order option using potable water-safe materials compliant with USDA, AWWA, and NSF standards. All work must comply with NPS-83, U.S. Public Health Service drinking water standards, OSHA, and EPA drinking water regulations.

The contract is firm fixed price. NAICS code is 221310, Water Supply and Irrigation Systems. Award will be made on best value considering price, technical capability documented in a two-page project narrative demonstrating SOW compliance, and at least two references from similar projects completed within the past five years. Questions are due August 3, 2026, submitted to Kiara Stewart at kiara_stewart@ios.doi.gov. Amendment 01, effective August 5, incorporates NPS answers to RFIs and provides GPS coordinates and map attachments of service locations. Quoters must register in SAM and submit electronically; Service Contract Labor Standards apply with prevailing wage rates established for Colorado (Moffat County) and Utah (Uintah County) counties.
