About this opportunity

The National Park Service Intermountain Region seeks a firm fixed price contract for solid waste removal and disposal services at Bryce Canyon National Park, with quotes due September 4, 2026 at 12:00 PM Mountain Daylight Time and questions due August 28, 2026. This procurement is restricted to Women-Owned Small Businesses (WOSB), with a NAICS code of 562111 and a size standard of $47 million.

Place of performance is Bryce Canyon City, Utah (35,835 acres). The contractor must collect refuse from 13 National Park Service-owned 6-yard dumpsters distributed across five locations—Visitor Center, Overflow Lot, Maintenance Yard, Mission 66 Housing, and Sunset Campground—and transport it to a licensed, Utah State-permitted off-park disposal facility. During peak season (March 1 through November 30), pickups occur a minimum of twice weekly for approximately 39 weeks; during off-season (December 1 through February 28/29), pickups occur once every two weeks. Normal operating hours are 7:00 a.m. to 11:00 a.m. Mountain Standard Time, Monday through Friday, though the contractor may be required to work weekends or outside normal hours at no additional cost. The contractor furnishes all vehicles, equipment, and personnel and must maintain acceptable performance at three or fewer valid complaints or defects per month; four or more monthly defects constitute unacceptable performance. Service Contract Labor Standards apply; the minimum wage for refuse collectors is $20.83 per hour plus fringe benefits.

The contract period is September 1, 2026 through August 31, 2027, with four one-year option periods available. Offerors must demonstrate at least three years of recent experience in solid waste removal services, submit a Technical-Experience Questionnaire, completed SF 1449, and a price schedule. Evaluation under FAR Part 13 simplified acquisition will consider technical capability and experience alongside price to determine best value. Quotes must be valid for 60 days and submitted electronically to nathan_ziegler@ios.doi.gov. The contracting officer is Billie Thomas, with administrative oversight at NPS Integrated Maintenance and Resource Management at Denver Federal Center, Building 50.
