About this opportunity
The Department of the Interior National Park Service Intermountain Region seeks stucco repair and replacement services at Guadalupe Mountains National Park in Salt Flat, Texas, with quotes due September 14, 2026 and contractor questions due August 28. This is a total small business set-aside restricted to NAICS 238140 (Masonry Contractors) firms with a $19 million size standard.
Place of performance is Salt Flat, Texas. The scope encompasses approximately 1,600 square feet of removal and replacement at Cholla Chateau, 1,800 square feet at Quarters 314, and 600 square feet of repair at Quarters 311 and 312. All work must comply with ASTM C926 and ASTM C1063 standards and employ a three-coat elastomeric stucco system with fiberglass lath; color and texture must match existing park structures with COR approval of material samples. The contractor must provide a minimum 10-year warranty on stucco finish and one-year workmanship warranty. Construction completion is 120 calendar days after Notice to Proceed, with performance period September 24, 2026 through February 28, 2027. Work hours are Monday through Friday, 8 AM to 5 PM, with no federal holiday work unless COR-approved 48 hours in advance. Occupied residences require contractor coordination with the COR for access and scheduling.
The government will award a firm fixed-price purchase order based on lowest price with determination of responsibility. Quoters must maintain active SAM registration with a UEI. Contractors must furnish performance and payment bonds within 10 calendar days of award. Key compliance requirements include Buy American construction materials, Department of Labor prevailing wage determinations (Hudspeth County, Texas), OSHA regulations, liability insurance ($100,000 per person, $500,000 per occurrence, $500,000 property damage), and electronic invoicing through the Invoice Processing Platform. Liquidated damages are assessed at $400 per calendar day for delays beyond contract completion. Amendment 0001 issued August 31 clarifies that fiberglass lath is mandatory, no stucco manufacturer is specified, either integrally colored or field-painted finishes are acceptable, and the 10-year warranty covers finish only.
