About this opportunity

The National Park Service Intermountain Region seeks to rehabilitate the Polebridge Water System at Glacier National Park in Montana, with proposals due September 10, 2026, at 1 p.m. Mountain Daylight Time. This is a Total Small Business set-aside, firm-fixed-price construction contract.

Place of performance is Polebridge Ranger Station, Glacier National Park, Montana. Work includes construction of a new infiltration gallery drawing from Bowman Creek, a 14,000-gallon fiberglass water storage tank, water distribution mains and service lines connecting four housing units and two administrative buildings, a programmable logic controller, pump control panel, pump protection system, tank monitoring system, and fiber optic lines to five buildings. The existing chlorination system remains in place. Contract magnitude is between $1 million and $5 million. The NAICS code is 237110 (Water and Sewer Line and Related Structures Construction) with a $45 million small business size standard. Performance runs from October 17, 2026, through December 17, 2027 (approximately 14 months). The contractor must commence work within 10 calendar days of receiving notice to proceed and complete all work within the stated performance period.

Distinctive requirements include performance and payment bonds equal to 100 percent of contract price, due within 10 calendar days of award. All contractor personnel must hold prevailing wages per Department of Labor Wage Determination MT20260032 (issued May 18, 2026, modification 2) for Flathead County, Montana building construction, with Executive Order 13706 paid sick leave and Executive Order 13658 minimum wage ($13.65/hour through December 31, 2026) mandated. The contractor must coordinate utility locating with Montana 811 at least five business days before ground disturbance, manage environmental and archaeological compliance within a World Heritage Site, comply with 2023 NFPA and 2024 International Building Code standards, and observe bridge weight restrictions (57 tons on North Fork Flathead River Bridge, 36 tons on Bowman Creek Bridge). Water service to all housing units must be operational by April 18, 2027. An organized site visit was held July 27, 2026.

Proposals are submitted in two volumes: Volume I addresses past performance, project experience, key personnel, schedule, and safety; Volume II contains price. Award is made on best-value basis considering technical merits, performance risk, and price, without numerical scoring or predetermined weighting. Offerors must be registered in SAM with active status and maintain small business certification throughout performance. Amendment 0005, effective September 9, 2026, clarifies that construction may begin during the unrestricted period (October 17, 2026–April 18, 2027) and establishes that an August 19, 2027, Notice to Proceed date referenced in prior attachments does not establish the beginning of the overall construction period.
