About this opportunity

The National Park Service Intermountain Region seeks replacement of granulated activated carbon filter media at Mesa Verde and Rocky Mountain National Parks, with offers due August 27, 2026. This is a Women-Owned Small Business set-aside at 100 percent.

Place of performance includes Mesa Verde National Park near Cortez, Colorado (water treatment plant approximately 10 miles east of Cortez off Colorado State Highway 160) and Rocky Mountain National Park (Headquarters East water treatment plant in Moraine Park Campground, 6.5 miles west of Estes Park Visitor Center).

The solicitation is a firm fixed-price commercial services contract subject to Service Contract Labor Standards. Mesa Verde work (Item 00010) covers removal and off-site disposal of approximately 14,000 pounds of spent activated carbon across two tanks, interior tank inspection, epoxy paint touch-up as needed, and refill with fresh ACOL-L60 (12 x 40) acid-washed bituminous coal base activated carbon or approved equal, meeting AWWA B604 and NSF/ANSI Standard 61 standards for potable water; period of performance is September 8 through November 9, 2026. Rocky Mountain work (Item 00020) requires replacement of GAC media in two 63-inch diameter filter vessels (approximately 5,000 pounds total per event) with Calgon Carbon Filtrasorb 400 or approved equivalent meeting the same standards, with one replacement event assumed during the 12-month period October 1, 2026 through September 30, 2027; the Contracting Officer provides at least 14 days' notice and the system can tolerate up to four consecutive days offline during peak demand.

Both locations require confined space entry procedures, lock-out/tag-out compliance, and accident prevention plans submitted at least 10 days in advance. Liability insurance must be $100,000 each person / $100,000 each occurrence / $250,000 property damage.
