The City of Leesburg, Florida is requesting bids on taxilane rehabilitation at Leesburg International Airport under IFB 26-014-DN, with bids due May 27, 2026 at 11:00 a.m. This is a federally funded project subject to Davis-Bacon wage rates, FAA Buy American Preference requirements, and a 0% DBE participation goal.

The scope covers rehabilitation of Taxilanes T-1, T-2, T-3, T-5, and T-6, including 7,500 square yards of cold milling, 1,500 tons of asphalt surface course, removal of two abandoned gate rail structures, full-depth shoulder milling with base material replacement, 3,000 to 6,000 square feet of taxilane markings (reflective, non-reflective, and half-rate configurations), 4,000 square yards of sodding, site grading, drainage improvements, and a $75,000 time-and-materials allowance for utility structure relocation. Construction spans 43 consecutive calendar days with mandatory nighttime work from 7:00 p.m. to 7:00 a.m., except where contractors propose accelerated daytime schedules for approval. A mandatory 30-calendar-day asphalt-curing pause is required after Work Areas A1 through C2 before final pavement markings (Work Area D) are applied. Place of performance is Leesburg International Airport, Lake County, Florida.

Bidders must demonstrate a minimum five years' experience on similar projects, maintain current Florida business registration and professional licenses, hold commercial general liability and business automobile liability insurance of $1,000,000 each, be E-Verify registered, and not appear on the Florida Scrutinized List or Federal Excluded Parties List. A 5% bid bond is required; bids must remain firm for 120 days. The City intends to award by June 22, 2026, with final award by October 1, 2026. A non-mandatory pre-proposal meeting and site visit occurred May 6, 2026; questions were due May 13, 2026. Three addenda have been issued (most recently May 18, 2026) addressing scope clarifications, phasing approaches, utility locations, disposal, and bidder inquiries. Payment terms are Net 30 days. Mobilization costs are capped at 10 percent of total project cost. The contract is one-time with no renewal options. All work must comply with FDOT, FAA, SJRWMD, OSHA, EPA, and DEP regulations.
