About this file
This is Addendum No. 3 to Invitation for Bid (IFB) 26-014-DN for the Taxilane Rehabilitation project at Leesburg International Airport in Leesburg, Florida, issued by the City on May 18, 2026. The addendum addresses 17 requests for information (RFIs) submitted by interested bidders and provides clarifications regarding project scope and specifications. The project involves taxilane rehabilitation work including cold milling of existing asphalt pavement at varying depths, removal of two abandoned gate rail structures, full-depth shoulder milling with base material replacement, asphalt paving operations, and sod placement for restoration. Multiple phasing is planned to minimize airport operational disruptions, with sub-work areas remaining closed until re-paving is completed. The addendum clarifies that paving joint layout shall be included in the awarded bidder's submittal, that alternate phasing approaches may be submitted for consideration, and that taxiway widths for T-5 and T-6 will be reduced as designed. All asphalt millings and pavement base materials will be disposed of off-site by the contractor, with the Owner retaining first right of refusal on demolished fixtures and equipment.
The addendum specifies that no field office is required for the project and the contractor shall not provide miscellaneous equipment or support vehicles for the Engineer or Owner. CAD files and surface files will be provided to the awarded bidder to assist with layout and work performance, with cross-sections available upon request. Contractors must locate and obtain borrow sources outside airport property with approval from the Resident Project Representative (RPR), with notification required at least fifteen days prior to excavation. The addendum requires all bids to acknowledge receipt of the addendum on the Proposal Bid Form; if a bid has already been submitted, it should be revised to include this addendum. All bids received will be construed as acknowledging receipt of the addendum. Pavement drop-offs shall not exceed 3 inches if work areas are turned over to the airport prior to sod application, with the Engineer, RPR, or Owner potentially requiring additional cleanup or protective measures.

TO: All Interested Bidders and Other Interested Parties
FROM: Daniel J Nickols, PE – Associate Vice President, AVCON, Inc.
The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.
If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.
Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.
Q1. Please clarify whether multiple milling depths will be required throughout the project limits.
A1. Multiple milling depths will be required throughout the project limits due to the varying existing pavement depths found throughout the site. Existing asphalt pavement shall be milled in accordance with plan sheets CD101-CD103.
Q2. Is 3D machine control required for the milling operations on this project?
A2. See Item P-101-3.5 “Cold Milling” in the Project Manual & Specifications.
Q3. Are there any minimum width requirements for the milling machine to be utilized on this project (i.e. greater than 10 feet)?
A3. See Item P-101-3.5 “Cold Milling” in the Project Manual & Specifications.
Q4. Is 3D machine control required for the paving operations on this project?
A4. See Item P-403-4.5 “Asphalt Pavers” in the Project Manual & Specifications.
Q5. For Pay Item P-101, please clarify the type and anticipated quantity of structures intended to be removed.
A5. As shown on sheet CD102 (keyed note 29), two separate abandoned gate rail structures shall be demolished in accordance with item P-101. Associated abandoned gate infrastructure shall be demolished incidental to Item P-101, Removal of Miscellaneous
Structures.
IFB 26-014-DN
Taxilane Rehabilitation
Addendum No. 3
Q6. Please clarify the source and location of material intended for backfilling the full-depth shoulder milling areas.
A6. Per Project Specification P-152, paragraph 152-2.3 Borrow Excavation - "There are no borrow sources within the boundaries of the airport property. The contractor shall locate and obtain borrow sources, subject to the approval of the RPR. The contractor shall notify the RPR at least fifteen days prior to beginning the excavation so necessary measurements and tests can be made by the RPR. All borrow pits shall be opened to expose the various strata of acceptable material to allow obtaining a uniform product.
Borrow areas shall be drained and left in a neat, presentable condition with all slopes dressed uniformly. Borrow areas shall not create a hazardous wildlife attractant." Sheet notes in the Civil Demolition series have been updated to indicate replacement of materials with suitable off-site cut.
Q7. Please confirm that the paving joint layout shown in the plans is intentional and acceptable to the Owner.
A7. A paving joint layout is not provided in the Bid Drawings. Paving joint layout shall be included in the awarded bidder’s paving plan submittal.
Q8. Please confirm that the sod quantities included in the bid schedule are sufficient to restore all disturbed and demolished shoulder areas.
A8. Confirmed.
Q9. Please clarify whether the Owner intends to retain any milled or demolished materials generated from the project.
A9. No. The Owner will not retain any millings or pavement base materials. The Owner shall retain first right of refusal for all demolished fixtures, equipment, or structures. Any items not retained by the Owner will be disposed off site by the Contractor.
Q10. Will a field office be required for this project?
A10. No. See Section 60-05, “Engineer/Resident Project Representative (RPR) Field Office”, and Section C-105-1.4, “Engineer/RPR Field Office”.
Q11. Will the Contractor be required to provide any miscellaneous equipment or support vehicles for the Engineer or Owner during construction?
A11. No.
Q12. Please confirm whether additional typical sections will be provided for varying project conditions throughout the work limits.
A12. CAD files and “.tin” surface files will be provided to the awarded bidder for assistance in laying out and performing the work. Cross sections can be created and provided to the awarded bidder upon request.
Q13. Please clarify whether the phasing shown in the plans is mandatory or if alternate phasing approaches may be submitted for consideration.
A13. Alternate phasing approaches may be submitted for consideration.
Q14. If the intent of the phasing plan is to ensure that all milled surfaces are paved and reopened for use by the following day, please clarify. As currently shown, the plans appear to require the work to be broken into approximately ten separate phases.
A14. Sub-work areas shall remain closed until re-paving is completed. The intent of the phasing is to minimize periods of limited or restricted access for tenants.
Q15. Please confirm whether it is the intent of the design to reduce the widths of Taxiways T-5 and T-6.
A15. Confirmed.
Q16. Is the Contractor required to complete sod placement and stabilization within each phase prior to proceeding to subsequent phases?
A16. It is the design intent for sodding/restoration to be completed prior to moving on to the next work area, however, if work areas are turned over to the airport prior to the application of sod and restoration of the work area, pavement drop-offs shall not exceed
3”, and additional clean-up or protective measures may be required by the Engineer, RPR, or Owner.
Q17. Plan Sheet GC-101 references "proposed asphalt extensions to existing gravel apron areas"; however, no base work items appear to be included in the bid schedule. Please provide the intended typical section for these asphalt apron extensions.
A17. See Civil Demolition series for more information regarding protection of existing lime rock base course prior to re-paving.
