Sealed bid proposals must be submitted electronically via the City's OpenGov e-Procurement Portal by 11:00 a.m. on Wednesday, May 27th, 2026, with bid opening scheduled for the same date and time and recorded via Microsoft Teams. Written inquiries must be submitted by Tuesday, May 13th, 2026 at 5:00 p.m., with final bid addenda issued no later than Friday, May 15th, 2026 at 5:00 p.m. A non-mandatory pre-bid conference was held on May 6th, 2026 at 2:00 p.m. at Leesburg International Airport, with a site visit offered immediately following the meeting. The project duration is 43 consecutive calendar days from the issued Construction Notice to Proceed, with planned nighttime construction from 7:00 p.m. to 7:00 a.m., though contractors may propose accelerated daytime schedules for approval.

The project is expected to receive federal grant funding from the Federal Aviation Administration and therefore requires compliance with federal contract provisions including Davis-Bacon wage rate reporting, Disadvantaged Business Enterprise (DBE) goals set at 0% for this project, and Buy America requirements. Safety is paramount on the active towered airfield, with contractors required to coordinate all airfield pavement access with the Owner, Engineer, and Air Traffic Control Tower, maintain dedicated flag personnel for safe site access, and ensure radio communication with the tower is mandatory. Site access will be through multiple airport security gates, and the airfield must remain secured at all times with gates and fences never left unattended. The contractor must provide a nighttime lighting plan compliant with FAA Airport Circular 150-5370-2G, and minimum 24 hours' notice is required ahead of any planned working days, with the Engineer/Resident Project Representative required to be present for all major milestones.

Work generally includes paving, grading, drainage and pavement markings for the taxilanes. The detailed requirements can be found in the plans and specifications and associated bid documents located in OpenGov.

This is a towered airfield. Safety is of the utmost importance. Aircraft always have the right-of-way.

Contractors shall not access any airfield pavement without prior permission and coordination with

Owner, Engineer, and ATCT. If access to the work area requires operating on or adjacent to taxilane, taxiway or runway pavement, the Contractor shall provide dedicated flag personnel to ensure safe and efficient access to the construction site.

o Radio Communication with the Tower is Mandatory when accessing work areas adjacent to any airfield pavement. The contractor is responsible for ensuring that all personnel are properly informed and trained on the procedures and protocols in accordance with Contract

Documents.

Operational Safety – Special attention shall be directed to the requirements of the Construction Safety

Phasing Plan and Details in the Bid Drawings.

Site Access shall be through multiple airport security gates depending on the Work Area. Please refer to the Construction Safety and Phasing Plan in the Bid Drawings.

Protection of facilities and equipment – Unless specifically marked for removal, or as directed by the engineer, all facilities and equipment on the airfield shall be protected in place. Any damage to existing facilities or equipment shall be repaired by the Contractor at no expense to the Owner.

The Airfield shall stay secured at all times. At no point shall any fence or gate be left open unattended. Failure to secure the airport may result in temporary or permanent dismissal from the site.

Please refer to the Construction Safety and Phasing Plans for more information regarding the specific requirements of the project and the specific operational restrictions for each work area and phase. A pause in the Contract time shall be issued after the completion of Work Area C2 and prior to the start of Work

Area D to ensure that adequate cure time of the pavement is achieved prior to application of final full rate pavement markings.

The proposed project is currently planned as a nighttime construction project taking place from the hours of 7:00 PM – 7:00 AM. The contractor shall provide a night-time lighting plan to be approved by the engineer. The lighting plan shall adhere to the requirements set forth in FAA

Airport Circular 150-5370-2G. Lighting equipment shall be positioned correctly to properly illuminate the intended work area and avoid any active airport operation areas. Due to the nature of this project and the current work being scheduled as nighttime construction, the Contractor is welcome to provide an accelerated schedule based on their abilities at the time of construction if daytime construction is preferred. Should the contractor provide a change in the proposed project schedule that benefits the airport it shall be reviewed for approval by the Engineer of Record and

Owner prior to the start of construction.

Procurement time shall be allotted to the Contractor as needed prior to the issuance of the Notice to

Proceed via the issuance of a Notice to Procure, if requested by the awarded bidder. This time shall be agreed upon by the Owner and awarded bidder, but the intent is to provide adequate time for review and approval of shop drawings and material submittals prior to the start of construction.

Pauses in the contract time can be requested between work area completion to ensure smooth and transitions from Work Area to Work Area.
