About this file

This is Addendum No. 1 to Invitation for Bid (IFB) 26-014-DN for Taxilane Rehabilitation issued by the City and prepared by Daniel J. Nickols, PE, Associate Vice President of AVCON, Inc. The addendum provides clarifications and responses to bidder inquiries regarding the project scope, timeline, and qualification requirements. The project has been allocated 43 calendar days for completion, with a mandatory 30-calendar-day pause after completion of Work Areas A1 through C2 to allow for asphalt curing before final pavement markings are applied in Work Area D. Bidders must acknowledge receipt of this addendum on the Proposal Bid Form, and the City will treat all submitted bids as acknowledging the addendum regardless of explicit acknowledgment. All bidders are required to be operational for a minimum of three years; however, recently acquired businesses that meet this requirement based on the acquired firm's operational history are acceptable with proper documentation of the acquisition and firm history provided.

Regarding pricing and technical specifications, the City has declined to disclose the project budget or engineer's estimate to ensure fair competition, requiring bidders to rely on provided documents and professional judgment. Black base supplemental areas referenced in the plans are included in the quantity for the 3-inch asphalt pay item rather than constituting a separate line item. Bidders should revise any previously submitted electronic proposals to include acknowledgment of this addendum, and the submission of a bid itself constitutes acknowledgment of receipt.
