About this opportunity
Rochester Public Schools (ISD #535) in Olmsted County, Minnesota is soliciting quotes for district-wide interior and exterior painting services across 27 school sites during summer 2026 through Request for Quotes (RFQ) #25027. The procurement encompasses surface preparation, priming, and application of paint to designated areas including rooms, hallways, doors, frames, and handrails at elementary schools, middle schools, high schools, and administrative facilities. Detailed site-specific paint plans with room-by-room specifications, color requirements, and priority designations have been provided for each of the 27 locations, including facilities such as Kellogg Middle School, John Marshall High School, Longfellow Elementary, Century High School, Willow Creek Middle School, and numerous others. All painting materials and application methods must conform to the District's Master Painting Specification, which identifies approved manufacturers including Benjamin Moore, Sherwin-Williams, Rust-Oleum, and Diamond Vogel, with no substitutions permitted without prior written approval. Quoters are strongly encouraged to conduct optional site walk-throughs coordinated through the District's Facilities point of contact prior to submission. Quotes are due Friday, May 29, 2026, at 1:00 PM Central Time exclusively through the Bonfire eProcurement platform, with anticipated award on the same date. Work shall commence June 8, 2026, and must be substantially completed by July 31, 2026, with all work finished by June 30, 2026 to avoid conflict with summer instructional activities. Standard work hours are 6:00 AM to 5:00 PM, Monday through Friday, with weekend and evening work requiring advance approval.
The contract will be awarded on a per-site basis to the lowest responsive and responsible quoter for each site, meaning a single contractor may be awarded anywhere from one to all 27 sites depending on submitted pricing; no specific set-asides for disadvantaged enterprises or other restricted vendor categories are identified in the solicitation documents. Quoters must submit lump sum, all-inclusive pricing for each of the 27 sites through the Bonfire BidTable, with pricing covering labor, materials, equipment, supervision, mobilization, protection, cleanup, and disposal, and all quoted prices shall remain valid for 90 days following the due date. The successful contractor must maintain Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, Minnesota statutory Workers' Compensation, and Employer's Liability of $500,000 each accident/disease, with the District named as additional insured. Upon award, the successful quoter must execute required contract documents and provide a final Certificate of Insurance within ten business days. The contractor shall warrant all workmanship for one year from substantial completion and shall assign all manufacturer warranties to the District upon project completion. Contractor personnel must comply with District background check policies, drug-free and tobacco-free workplace requirements, and all applicable equal opportunity and non-discrimination laws. No budget range or specific award values are disclosed in the solicitation documents; pricing will be determined through the competitive quote process.
