About this file
This is a Master Painting Specification document for Rochester Public Schools (ISD #535) in Minnesota that establishes approved paint products and application standards for district-wide interior and exterior painting improvements. The specification covers eight distinct surface categories: metal handrails, metal frames and doors, drywall, block/brick, exterior metal, glazed tile/block, and dry fall painting applications. For each surface type, the document provides multiple approved product options from manufacturers including Benjamin Moore, Sherwin-Williams, Rust-Oleum, and Diamond Vogel, with specific primer and top coat requirements. The specification mandates compatibility testing on all previously painted substrates, appropriate surface preparation per manufacturer recommendations, and typically requires two coats of paint to ensure proper coverage and adhesion. All glazed block surfaces must be degreased prior to painting, and dry fall painting applications are specified for particular use cases with three approved product options provided.
The specification emphasizes that primers or bonding agents should be considered for all applications and that contractors must follow manufacturer recommendations for surface preparation and adhesion requirements. The document does not address pricing, set-asides, award dates, or contract terms; rather, it serves as a technical standard to guide contractors responding to the Summer 2026 District Painting Improvements project, which involves interior and exterior painting services across 27 district sites to be substantially completed before the 2026-27 school year. All contractor responses must be submitted through Bonfire, and respondents must coordinate scheduling with district facilities staff and comply with applicable safety and environmental standards.
