About this opportunity
The Town of Palm Beach is soliciting statements of qualifications through a progressive design-build Request for Qualifications for Design-Build Services to replace the Mid-Town Seawall, a critical coastal infrastructure project located in Palm Beach County, Florida. The project requires the selected firm to design and construct approximately 2,700 linear feet of new seawall along South Ocean Boulevard between Gulfstream Road and Royal Palm Way, positioned seaward of the existing structure that was largely constructed in the early 1900s and has reached the end of its useful life. The scope of work encompasses all design services, permitting, cost estimation, value engineering, constructability review, and complete construction within the Town's right-of-way, Town-owned property, and areas seaward of the coastal construction control line, with required deliverables including architectural and engineering drawings, pre-construction services, construction administration, and post-construction warranty services. Qualified proposers must form a design-build team consisting of an architectural and engineering firm partnered with a general contractor holding a Florida state contractor license with marine contractor certification, demonstrating continuous experience in municipal seawall construction and coastal construction work in dense urban settings within the past ten years. The solicitation is structured on a Guaranteed Maximum Price basis with evaluation criteria weighted across four categories: Firm Qualifications (30 points), Project Experience (30 points), Project Specific Approach (35 points), and Financials (5 points), with proposals requiring minimum three reference projects exceeding $10,000,000 in contract value completed within ten years. Critical dates include a mandatory in-person Pre-Proposal Meeting and Site Visit on March 31, 2026, at 10:00 AM EST at the Public Works Building (951 Okeechobee Road, West Palm Beach, FL 33401), with the site visit immediately following at the Worth Avenue Clock Tower; failure to attend will result in disqualification. Questions regarding the Request for Information must be submitted by April 17, 2026, at 2:00 PM, with addenda responses due April 23, 2026, at 4:00 PM, and proposals are due April 30, 2026, at 2:00 PM through the EUNA Procurement online platform, with no withdrawal permitted for 180 days following submission.
The procurement does not identify specific set-asides for disadvantaged enterprises, minority-owned businesses, women-owned businesses, or small business enterprises in the available documentation, though general compliance with Florida's E-Verify System and drug-free workplace requirements is mandated for all proposers and subcontractors. No incumbent vendor information or current contractor is identified for this project. Proposers must comply with multiple statutory and regulatory requirements including Florida Statutes Section 448.095 regarding E-Verify employment verification, Truth-in-Negotiations Certification under Section 287.055(5)(a), Drug Free Workplace Certification, Scrutinized Company Certification under Sections 215.4725, 215.473, and 287.135, Foreign Entity and Human Trafficking Affidavit compliance, and public records requirements under Chapter 119, Florida Statutes. Performance and Payment Bonds equal to 110 percent of the total contract price are required in e-Bond format through the Surety2000 platform for all bids, and comprehensive insurance coverage is mandated including Commercial General Liability ($10,000,000 occurrence and aggregate), Pollution/Environmental Liability ($5,000,000), Professional Liability ($5,000,000), and other specialized coverages. The project budget is established at $20,000,000, representing the Town's financial parameters for the design-build services and construction, with selection anticipated for June 25, 2026, and Town Council approval expected July 14, 2026. Liquidated damages are assessed at 0.1 percent of the Guaranteed Maximum Price per calendar day for failure to achieve substantial or final completion timely, with substantial completion required within 335 days from the Notice to Proceed and final completion within 30 days thereafter, and the contractor must provide a one-year warranty from the date of substantial completion covering faulty labor and defective materials.

The project site encompasses the Town of Palm Beach right-of-way, Town of Palm Beach-owned property, as well as work seaward of the coastal construction control line. Refer to Section A - Design Criteria Package for the complete Scope of Services. MANDATORY PRE-PROPOSAL MEETING WILL BE HELD IN PERSON. The Contractor shall have prior experience working in dense urban settings similar to the Town of Palm Beach.
