About this file
This is a permit extension request letter from Coastal Protection Engineering on behalf of the Town of Palm Beach to the Florida Department of Environmental Protection (FDEP) regarding the Coastal Construction Control Line (CCCL) permit for the MidTown Seawall project. The applicant requests a three-year extension to FDEP File No. PB1399 AR, as the original permit has not yet resulted in construction commencement. The Town of Palm Beach delayed the MidTown Seawall construction to avoid disruption from concurrent major infrastructure projects in the area. Construction is now anticipated to commence in November 2026, with completion of all beach-side activities and land-side restoration and improvements scheduled for on or before January 1, 2028. The project involves construction of a new seawall east (seaward) of the existing seawall, approximately 2,700 linear feet along South Ocean Boulevard between Gulfstream Road and Royal Palm Way, encompassing Town right-of-way, Town-owned property, and work seaward of the coastal construction control line.
The permit extension fee is anticipated to be $750, payable electronically through the FDEP Payment Portal once availability is confirmed. No authorization from Palm Beach County is required as the Town of Palm Beach is the permit holder. The extension request reflects the Town's coordination of the seawall replacement project with other infrastructure development efforts while maintaining public beach access and local traffic flow during the interim construction period.

Subject: Town of Palm Beach Mid‐Town Seawall CCCL Permit PB‐1399 AR, Permit Extension Request
Dear Aline:
On behalf of the Applicant, the Town of Palm Beach (Town), this letter is respectfully submitted to request a 3‐year extension to the CCCL permit for the Mid‐Town Seawall (FDEP File No. PB‐1399 AR). The
Application for a Permit Time Extension form is attached herein along with the additional items included in the form:
Fee
Construction of the project has not started and based on DEP Form 73‐113 (Revised 6/22) it is assumed the fee is $750. Please let us know when the fee is available for payment in the FDEP Payment Portal and it will be paid electronically.
Evidence of Authorization
No authorization is required from Palm Beach County and the local municipality (Town of Palm Beach) is the permittee.
Revised Construction Schedule
Due to multiple major infrastructure projects occurring in the same area as the Mid‐Town Seawall, the Town of Palm Beach delayed construction of the Mid‐Town Seawall to avoid further disruption to resident and visitor use of the public beach and local traffic. As the ongoing infrastructure projects are anticipated to be complete, the Town of Palm Beach plans to commence construction of the Mid‐Town seawall in November 2026. It is anticipated that all beach side activities and land side restoration and improvements will be completed on or before January 1, 2028.
We appreciate the Department’s attention to this project. Please feel free to contact me directly at 561‐632‐
1210.
