About this file
This is a Coastal Construction Control Line (CCCL) Permit Time Extension Approval letter issued by the Florida Department of Environmental Protection (FDEP) Office of Resilience and Coastal Protection to the Town of Palm Beach for the Mid-Town Seawall Replacement Project. The permit (PB-1399 AR) for construction activities at 270 to 470 South Ocean Boulevard, Palm Beach, has been extended for three years and is now valid until December 13, 2028. The approval is issued pursuant to Section 161.053, Florida Statutes, and all existing permit requirements and conditions remain in effect. The permittee is required to post a copy of the approval letter on-site along with the Notice to Proceed for the entire construction period. No further extensions of this permit are authorized, although the Town may apply for a new permit in the future with no assurance that equivalent authorization will be granted.
The permit extension does not specify pricing terms, funding sources, or set-asides as this is an administrative approval document rather than a procurement solicitation. The related design-build solicitation for the Mid-Town Seawall Replacement Project requires qualified firms to submit statements of qualifications to provide design and construction services for approximately 2,700 linear feet of new seawall along South Ocean Boulevard between Gulfstream Road and Royal Palm Way. A mandatory pre-proposal meeting and site visit is scheduled for March 31, 2026, at 10:00 AM EST at the Public Works Building in West Palm Beach, followed by a site visit at the Worth Avenue Clock Tower; failure to attend will result in disqualification. Proposals must be submitted online through the Town's EUNA Procurement platform, with a proposal deadline indicated in the solicitation documents.
