About this file
This is a historic reference document and design-build solicitation file for the Town of Palm Beach's Mid-Town Seawall Replacement Project in Florida. The Town is seeking qualified firms to provide design-build services at a guaranteed maximum price for the replacement of approximately 2,700 linear feet of seawall along South Ocean Boulevard between Gulfstream Road and Royal Palm Way. The existing seawall, constructed primarily in the early 1900s and subsequently repaired and reconfigured multiple times, is nearing the end of its useful life. The new seawall will be constructed east (seaward) of the existing structure and will encompass the Town's right-of-way, Town-owned property, and work seaward of the coastal construction control line. A mandatory pre-proposal meeting and site visit are required on March 31, 2026, at 10:00 AM EST at the Public Works Building in West Palm Beach, with the site visit immediately following at the Worth Avenue Clock Tower in Palm Beach. Failure to attend will result in automatic disqualification. Proposals must be submitted online through the Town's EUNA Procurement platform.
The solicitation document references a 1929 Town of Palm Beach historic drawing ("Dead Sea Scroll") that contains the original seawall design specifications and material types, including details of timber bulkhead (Type A and Type B construction), steel bulkhead (Type C and Type S construction), and historic steel sheet pile groynes. The historic document provides the baseline design criteria and construction specifications for the project area, with plan view drawings indicating the seawall's extent from Gulfstream Road (historically Second Street, Station 0+002) to Royal Palm Way (Station 24+00). The document includes detailed cross-sectional drawings and material specifications that will inform the design-build team's approach to the replacement project.
