About this file
This is a Statement of Qualifications Requirements document for the Town of Palm Beach, Florida, soliciting qualified firms to provide Progressive Design-Build services for the Mid-Town Seawall Replacement Project. The project involves the design and construction of a new seawall approximately 2,700 linear feet along South Ocean Boulevard between Gulfstream Road and Royal Palm Way, with work occurring within Town rights-of-way, Town-owned property, and seaward of the coastal construction control line. A mandatory pre-proposal meeting and site visit is scheduled for March 31, 2026, at 10:00 AM EST at the Public Works Building (951 Okeechobee Road, West Palm Beach, FL 33401), with the site visit following at the Worth Avenue Clock Tower (423 South Ocean Boulevard, Palm Beach, FL 33480). Failure to attend both the meeting and site visit will result in automatic disqualification. Proposals must be submitted online through the EUNA Procurement platform, and the selected firm will deliver services under a Guaranteed Maximum Price model.
Evaluation of submissions will be scored on a 100-point scale distributed across four criteria: Firm Qualifications (30 points), Firm's Project Experience (30 points), Project Specific Approach (35 points), and Financials (5 points). Qualifications submissions must include a transmittal letter, project team composition, organization chart, key personnel with resumes limited to one page each, proof of applicable licenses, and firm-specific qualifications. Firms must submit minimum three reference projects exceeding $10,000,000 in contract value completed within the past ten years, with detailed owner contact information and cross-referenced participation of key personnel. The Project Specific Approach section must address project understanding, a preliminary risk register, scheduling, permitting plans, and innovative solutions, not to exceed 100 pages total. Financial documentation requirements include one year of audited or reviewed financial statements from a CPA, evidence of insurance and bonding capability, disclosure of litigation history, and current contract values. The proposed project manager must have a minimum of ten years of continuous, applicable experience and remain throughout the Town's base agreement term without replacement without prior written approval.
