About this file
This is a Design-Build Services solicitation document for the Town of Palm Beach, Florida, regarding the Mid-Town Seawall Replacement Project. The Town seeks qualified firms to provide design-build services at a Guaranteed Maximum Price (GMP) for the construction of approximately 2,700 linear feet of new seawall along South Ocean Boulevard between Gulfstream Road and Royal Palm Way. The existing seawall, constructed primarily in the early 1900s, requires replacement due to deterioration and past repairs. The new seawall will be constructed east (seaward) of the existing structure and will encompass work within the Town's right-of-way, Town-owned property, and areas seaward of the coastal construction control line. A mandatory in-person Pre-Proposal Meeting and Site Visit is scheduled for March 31, 2026, at 10:00 AM EST at the Public Works Building, 951 Okeechobee Road, West Palm Beach, Florida 33401, with the site visit immediately following at the Worth Avenue Clock Tower located at 423 South Ocean Boulevard, Palm Beach, Florida 33480. Attendance at both the meeting and site visit is mandatory; failure to attend will result in disqualification and rejection of any submitted proposals. Proposals must be submitted online through the Town's EUNA Procurement platform (formerly Bonfire), and proposers may not withdraw their submissions for a period of 180 days.
The solicitation emphasizes a progressive design-build delivery method with a Guaranteed Maximum Price contract structure, positioning this as a comprehensive project requiring both design and construction expertise. The selected firm will be responsible for all design and construction activities outlined in the Design Criteria Package, including any additional work necessary to complete the project to specifications. Detailed scope information and technical requirements are referenced in Section A of the solicitation documents, which prospective bidders are required to review prior to the mandatory pre-proposal conference, as this will serve as the sole opportunity to obtain clarifications directly from Town staff.
