About this file
This is a Drug Free Workplace Certification form from the Town of Palm Beach, Florida, required as part of the Progressive Design-Build Services solicitation for the Mid-Town Seawall Replacement Project. The project involves design and construction services for a new seawall approximately 2,700 linear feet along South Ocean Boulevard between Gulfstream Road and Royal Palm Way. A mandatory pre-proposal meeting and site visit is scheduled for March 31, 2026 at 10:00 AM EST at the Public Works Building, 951 Okeechobee Road, West Palm Beach, Florida, with the site visit meeting point at the Worth Avenue Clock Tower located at 423 South Ocean Boulevard, Palm Beach, Florida. Failure to attend this mandatory meeting will result in disqualification from the solicitation process. Proposals must be submitted online through the EUNA Procurement platform (formerly Bonfire), and proposers are prohibited from withdrawing their proposals for a period of 180 days following submission.
The Drug Free Workplace Certification requires the selected contractor to establish and maintain a drug-free workplace through multiple measures, including publishing a workplace statement prohibiting controlled substances, implementing a drug-free awareness program, requiring all employees to acknowledge the policy, and establishing procedures for reporting and addressing drug-related convictions. The contractor must notify the Town within ten days of receiving notice of any employee drug statute conviction and must take appropriate personnel action, up to and including termination, or require the employee to participate in an approved rehabilitation program within 30 days of notification. The contractor's authorized representative must sign and certify full compliance with all drug-free workplace requirements as a condition of contract award.
