About this file
This document is a solicitation for Design-Build services from the Town of Palm Beach, Florida for the Mid-Town Seawall Replacement Project. The Town seeks qualified firms to provide comprehensive design and construction services at a Guaranteed Maximum Price for the replacement of approximately 2,700 linear feet of seawall along South Ocean Boulevard between Gulfstream Road and Royal Palm Way. The existing seawall, primarily constructed in the early 1900s, has reached the end of its useful life and requires replacement east (seaward) of the current structure. The project encompasses work within the Town's right-of-way, Town-owned property, and areas seaward of the coastal construction control line. A mandatory pre-proposal meeting and site visit are required for all participants, scheduled for March 31, 2026 at 10:00 AM EST at the Public Works Building located at 951 Okeechobee Road, West Palm Beach, Florida 33401, followed by a site visit at the Worth Avenue Clock Tower at 423 South Ocean Boulevard, Palm Beach, Florida 33480. Failure to attend these mandatory meetings will result in automatic disqualification from the solicitation process. Proposals must be submitted online through the Town's eProcurement platform, EUNA Procurement (formerly Bonfire), and may not be withdrawn for a period of 180 days following submission.
The solicitation specifies that the selected Design-Build firm will be responsible for all design and construction of scope items as detailed in the Design Criteria Package, as well as any additional work necessary to achieve project completion. The pre-proposal meeting represents the sole opportunity for prospective bidders to obtain direct clarifications from Town staff regarding project requirements and specifications. The project site encompasses multiple jurisdictional areas including Town right-of-way, municipally-owned property, and regulated coastal areas, requiring coordination across various regulatory frameworks and environmental considerations associated with seawall construction in a coastal community.
