About this file
This is a Design Criteria Package for a progressive Design-Build project issued by the Town of Palm Beach, Florida, for the replacement of the Mid-Town Seawall. The project involves the design and construction of approximately 2,700 linear feet of new seawall along South Ocean Boulevard between Gulfstream Road and Royal Palm Way. The Town seeks a qualified firm to provide comprehensive Design-Build services at a Guaranteed Maximum Price (GMP), with the selected contractor responsible for all design, permitting, cost estimating, value engineering, constructability review, and construction services. The project is structured in two phases: Phase 1 encompasses pre-construction services including conceptual design, cost modeling, value engineering, and permitting, while Phase 2 involves full construction services following execution of the construction agreement. A mandatory Pre-Proposal Meeting and Site Visit is scheduled for March 31, 2026, at 10:00 AM EST at the Public Works Building in West Palm Beach, with the site visit following at the Worth Avenue Clock Tower. Failure to attend this mandatory meeting will result in disqualification. Proposals must be submitted online through the Town's EUNA Procurement platform.
The project budget is established at $20,000,000.00, and the selected Design-Build Firm must hold a Florida state contractor license with marine contractor certification and demonstrate continuous experience in seawall construction within the municipal sector, including coastal construction work in dense urban barrier island settings. The new seawall shall have a minimum design life of 75 years, be installed east of the existing seawall, and maintain the public's view of the beach unchanged. The scope includes replacement of affected utilities (stormwater, potable water, wastewater, irrigation, and electrical), maintenance of two-way traffic on South Ocean Boulevard, preservation of at least one public beach access point throughout construction, protection of the Worth Avenue Clock Tower landmark, and incorporation of nine existing groins into the design. Special design considerations include an emergency wastewater outfall at Royal Palm Way, replacement of beach vehicular gates, ADA pedestrian ramp improvements, and coordination with concurrent Town projects. An existing FDEP permit (PB-1399 AR) valid through December 13, 2028, details approved construction activities, and the contractor bears full responsibility for all permitting requirements and maintenance of traffic implementation.

BACKGROUND
The existing Mid-Town Seawall is nearing the end of its useful life. Much of the wall was constructed in the early 1900s and has undergone multiple repairs and reconfigurations. The Town desires to construct a new seawall, east (seaward) of the existing seawall, approximately 2,700 linear feet along South Ocean Blvd, between Gulfstream Rd. and Royal Palm Way. The project site encompasses the Town of Palm Beach right-of-way, Town of Palm Beach-owned property, as well as work seaward of the coastal construction control line. Below are the northern and southern boundary parcels.
Northern property boundary: Parcel No. 50-43-43-23-00-004-0110 Southern property boundary: Parcel No. 50-43-43-26-03-000-0012
The Town and GHD Consulting Services Inc. began preliminary design of the seawall replacement in 2020. A Request for Qualifications (RFQ) and a Request for Proposal (RFP) were advertised in 2023, but ultimately, the project was withdrawn from advertisement at the Town’s discretion. GHD Consulting Services Inc. is not the design criteria professional for this project.
This is a capital project under a progressive DB delivery method to realize synergies between all components, minimize disruptions, and assign a single point of contractual responsibility for the replacement of the Mid-Town Seawall.
Separately, the Town is in the design phase of multiple projects near the Mid-Town Seawall. The design of these projects will likely be complete during the design-build process. The Town intends to design and construct the Seawall project in a manner that will benefit these future projects. Coordination with these projects will be required. Below is a list of these projects.
1. Mid-Town Beach Linear Park & Worth Avenue Clock Tower
2. Mid-Town Beach Bathrooms
EXHIBIT E - DESIGN CRITERIA PACKAGE 3
PHASES
The project shall consist of two (2) phases with two (2) separate contracts with the DB Firm.
Phase 1: The Pre-Construction Services Phase will include design, cost estimating, value engineering, constructability review, risk analysis, permitting, and preparation of the GMP.
Phase 2: The Construction Services Phase will commence after execution of the construction services agreement. This phase will include all aspects of construction of the Mid-Town Seawall project as designed and permitted in Phase 1. The GMP must be accepted by Town staff and Town Council before execution of the agreement. In all aspects of the contract, the DB Firm serves as the single point of responsibility for the successful performance of the project’s pre-construction and construction phases.
EXHIBIT E - DESIGN CRITERIA PACKAGE 4
SCOPE
