About this opportunity

Volusia County is seeking professional construction management and general contracting services for the S. James Foxman Courthouse Exterior Repair and Renovation project through a Request for Statement of Qualifications (RSQ). The procurement aims to select one highly qualified firm to provide both Part A (Pre-Construction Phase Services) and Part B (Construction Phase Services) for an 18-month contract period. The project involves comprehensive exterior renovation of the three-story, 59,586 square foot courthouse constructed in 1989, specifically focusing on replacing the existing brick facade with a new metal cladding system and coordinating with previously contracted window and curtain wall system replacements. Evaluation criteria include licenses and certifications (15%), construction management experience (30%), project approach (20%), project manager experience (15%), previous contract performance (15%), and financial stability (5%). Respondents must submit comprehensive documentation electronically through the county's procurement portal by August 14, 2025, at 3:00 pm, with work restricted to non-business hours including evenings, weekends, and court-observed holidays. The county will conduct a thorough review process, potentially including interviews, to select the most qualified firm offering the best overall value.

The county has established a goal of achieving at least 10% Disadvantaged and Women Business Enterprise (D&WBE) participation in the project. Potential contractors must comply with extensive insurance requirements, including specific coverage for workers' compensation, commercial general liability, auto liability, professional liability, and builders risk, with the county named as an additional insured. While no specific incumbent vendor is mentioned, the solicitation includes a Prime/Sub Contractor form that allows for detailed subcontractor listings and requires prime contractors to ensure subcontractors hold appropriate licenses. Although a precise budget is not explicitly stated, the contract includes provisions for a Guaranteed Maximum Price (GMP) structure and liquidated damages of $1,000 per day for project delays. The contract will include comprehensive requirements for public records compliance, E-Verify, and adherence to local and state regulations, with any potential litigation to be handled in Volusia County, Florida. Contractors should be prepared for a complex renovation project involving intricate exterior system replacements and strict operational constraints.

Opportunity text

The purpose of this request for statement of qualifications (RSQ) is to select the most highly qualified firm(s) to provide the requested services. It is anticipated that one (1) firm will be awarded a contract to provide the necessary Part A, Pre-Construction Phase Services Contract and Part B, Construction Phase Services Contract, for a period of eighteen (18) months or until project completion, whichever occurs later, exercisable at the option of the County. All renewals will be contingent upon mutual and written Contract and, when applicable, approval of County Council.

SCOPE OF SERVICE

The S. James Foxman Justice Center was constructed in 1989 and comprises a total area of approximately 59,586 square feet.
