About this opportunity
The State of Florida Department of Transportation is seeking qualified vendors to provide Mapping Services and Data Management, specifically Geographic Information System (GIS) Services, for a three-year contract. The procurement is open to vendors for jurisdictions including Wakulla County and Clewiston City, with proposals due on January 21, 2026, at 10:30 AM. The technical evaluation will assess proposals on a 100-point scale, with points distributed across Administrative/Management Plan (20 points), Qualifications of Key Personnel (30 points), Technical Approach (30 points), and Technical Personnel (20 points). Responsive proposers scoring 80 points or higher will advance to oral presentations on February 10, 2026, followed by price proposal opening on February 11, 2026. Key proposal submission requirements include electronic PDF format submission to D3.Purch@dot.state.fl.us, separate technical and price proposal documents, and mandatory registration in the State of Florida's MyFloridaMarketplace system. Technical questions must be submitted by January 12, 2026, at 1:30 PM, and the final selection/intended award meeting is scheduled for February 23, 2026.
Vendors must provide general liability insurance with specific coverage limits, including $200,000 per person and $300,000 per occurrence for bodily injury, and $200,000 per occurrence for property damage. Additional mandatory submission requirements include a Vendor Certification Regarding Scrutinized Companies Lists, an E-Verify Form, and a Foreign Country of Concern Attestation. The contract includes potential renewal options for up to three additional years, contingent upon satisfactory performance and fund availability. The total maximum budgetary allocation for this contract is $1.5 million, with price proposals scored on a 20-point scale using a formula that compares the proposer's price to the lowest price. Liquidated damages are established at $100 per calendar day for failure to complete services by the designated completion date. The Department reserves the right to conduct on-site facility reviews after the proposal due date to verify vendor qualifications and financial capability, ensuring comprehensive validation of potential contractors.
