About this file
This is a Questions and Answers document issued by the Florida Department of Transportation (FDOT) addressing inquiries from proposers regarding a Geographic Information System (GIS) Mapping Services and Data Management contract (DOT-RFP-26-3007-CS). The procurement requires vendors to provide staff across all 12 personnel classifications to be considered responsive, with proposals due January 21, 2026. FDOT clarified that on-site staffing is not a standard requirement, though vendors must demonstrate the ability to supply staff for on-site services for durations of six months or greater, as occasional on-site participation may be required for team meetings, emergency event support, and needs assessment meetings. Vendors must provide estimated staff hours for each position across all defined tasks (Tasks A through D) in the scope of services, and should address the percentage of time proposed staff are available for the agreement. Technical proposals will be evaluated on qualifications of key personnel (those meeting Section 8.2 requirements) and technical personnel (staff utilized on an as-needed basis), with potential overlap between these categories. An addendum was issued to address concerns about the proposal submission deadline, and the final selection and intended award meeting is scheduled for February 23, 2026.
FDOT confirmed that no Small Business Enterprise (SBE) set-aside is required for this project, and there are no provisions under the contract for onsite billing rates distinct from standard rates. Qualifications that can be verified through state and federal databases will be validated by the Department, while experience, licenses, certifications, and previous project experience should be included on staff resumes and in the technical plan section. Individual staff certificates may be attached at the end of the proposal without counting toward page limits. The contract carries a total maximum budgetary allocation of $1.5 million, with price proposals scored on a 20-point scale using a formula comparing each proposer's price to the lowest bid. Responsive proposers achieving 80 points or higher on the 100-point technical evaluation will advance to oral presentations on February 10, 2026, with the price proposal opening on February 11, 2026.

Date: 1/20/2026 To: All Proposers RE: Questions and Answers 1 Proposal ID: DOT-RFP-26-3007-CS Description: GIS Mapping Services and Date Management
1. Could you please advise when responses to submitted questions will be made available?
Response: As soon as possible
2. Additionally, would FDOT consider extending the submission deadline to ensure adequate time for proposers to incorporate any changes to our proposal based on those answers?
Response: An addendum was issued to address.
3. The billing rates for onsite staff generally differ from those for personnel assigned to our facilities. The rates table provided in the Price Proposal Form does not reflect this distinction. Could you please advise on the preferred method for submitting the onsite rates?
Response: There are no provisions under this contract for onsite personnel.
4. Is the Vendor required to provide staff in all 12 personnel classifications to be considered for award?
Response: Yes, all 12 personnel classifications need to be provided to be considered responsive.
5. Section 2b of the Technical Proposal states, “The approximate percent of time to be devoted exclusively for this project and to the assigned tasks should also be indicated.” However, because Task Work Orders have not yet been defined, what guidance does FLDOT provide to help proposers estimate the percentage of time for the project? Also, should the percent of time be listed for each individual task outlined in the scope of services?
Response: The vendor should address in their proposal the percentage of time the proposed staff are available for use in this agreement.
6. In Section 4 of the Technical Proposal, could you please explain how proposers are expected to estimate staff hours when Task Work Orders have not been provided?
Response: Please provide estimated staffhours for each position on their team for each task and their associated subtasks defined in the scope (Tasks A – D).
7. The evaluation system assigns points for both Key Personnel Qualifications and Technical Personnel. Could you clarify how these two categories differ, and indicate where details about technical personnel, if they are distinct, should be placed within the proposal?
Response: Key personnel are those who meet the requirements in Section 8.2 of the RFP. Technical staff are those who will be utilized on an as-needed basis to perform technical functions and/or tasks required in the scope. There may be overlap between the two.
8. Section IX, Qualifications of Exhibit A Scope of Services, outlines additional requirements that must be addressed in the proposal. Given that Section 21, Proposal Format Instructions, stipulates adherence to the prescribed outline to avoid proposal rejection, where should these items be incorporated within the proposal document?
Response: The qualifications that can be verified through state and/or federal databases will be verified by the Department. Experience, licenses, certifications, and/or previous project experience should be addressed on staff resumes, and/or the prior relevant experience section of the technical plan. Copies of certificates for individual staff may be attached at the end of the proposal and will not be included in the page count.
9. Could you confirm whether an SBE is required for this project?
Response: An SBE is not required for this project.
10. There is mention of "Demonstrated ability of supplying staff for onsite services for a duration of 6 months or greater" in the RFP, can you clarify if the Department seeks staff to be present "onsite" for this engagement? Or if staff working remotely would be acceptable?
Response: On-site staffing is not a standard requirement; however, this language is included in the contract to allow for on-site presence should a specific project necessitate it. While routine work may be performed remotely, there will be instances where on-site participation is required, including occasional team meetings, emergency event support, and periodic needs assessment meetings for upcoming or potential projects.
