About this file
This Addendum 2 pertains to the State of Florida Department of Transportation's procurement for Mapping Services and Data Management, specifically Geographic Information System (GIS) Services, for Wakulla County and Clewiston City jurisdictions. The procurement seeks qualified vendors to provide GIS mapping and data management services under a three-year contract with potential renewal options for up to three additional years contingent upon satisfactory performance and fund availability. Technical proposals are due January 21, 2026, at 10:30 AM in electronic PDF format submitted to D3.Purch@dot.state.fl.us, with technical questions required by January 12, 2026, at 1:30 PM. Responsive proposers achieving 80 points or higher on the technical evaluation will advance to oral presentations scheduled for February 10, 2026, followed by price proposal opening on February 11, 2026. The final selection and intended award meeting is set for February 23, 2026. Vendors must maintain general liability insurance with minimum coverage of $200,000 per person and $300,000 per occurrence for bodily injury, and $200,000 per occurrence for property damage. Mandatory submission requirements include mandatory registration in the State of Florida's MyFloridaMarketplace system, separate technical and price proposal documents, a Vendor Certification Regarding Scrutinized Companies Lists, an E-Verify Form, and a Foreign Country of Concern Attestation.
Technical proposals are evaluated on a 100-point scale distributed across Administrative/Management Plan (20 points), Qualifications of Key Personnel (30 points), Technical Approach (30 points), and Technical Personnel (20 points), with price proposals scored on a 20-point scale using a formula comparing the proposer's price to the lowest submitted price. The total maximum budgetary allocation for this contract is $1.5 million. Liquidated damages are assessed at $100 per calendar day for failure to complete services by the designated completion date. The Department reserves the right to conduct on-site facility reviews after the proposal due date to verify vendor qualifications and financial capability.
